To be specific, to strengthen discipline and administrative order, create a clear transformation, enhance the quality of service and reputation of the Government of Vietnam, local authorities at all levels towards the People, organizations, and enterprises, ensure the strict enforcement of law and consolidate the trust of the People, the Prime Minister of the Government of Vietnam directs officials and public employees and workers to:
- Comply with hierarchy, discipline, and administrative order, within the proper authority in the execution of tasks and official duties;
- Seriously perform the tasks and duties assigned, avoid overdue, neglect of assigned tasks; not evade responsibility, not avoid work; must wear officials and public employees’ identification badges while on duty;
- Strictly adhere to regulations regarding ethics and communication culture of officials and public employees; not use working hours for personal matters; conform to meeting culture; no smoking in the workplace, meeting rooms, or halls; strictly prohibit the use of alcohol, beer, and alcoholic beverages during working hours, lunchtime of working days, or duty days; not to gamble in casinos in any form;
- Strictly prohibit the abuse of power and functions to cause harassment, inconvenience, or profit when handling or resolving tasks related to the people and enterprises;
- Officials and public employees and workers who violate discipline and administrative order must be considered for disciplinary action according to the provisions of the law.
