Statistical Reporting Regime and Public Employee Records Management

The Ministry of Home Affairs is currently seeking opinions on the Draft Circular stipulating policies for statistical reporting and management of public employee records, which are applicable to public service providers and agencies managing public employees. Specifically:

Methods of Storage and Statistical Reporting

Statistical reports on the quantity and quality of public employees and the reports on the list and salaries of public employees should be sent to the Ministry of Home Affairs in two forms: in writing (with the signature and seal of the head of the agency managing public employees) and simultaneously via electronic file to the address ccvc@moha.gov.vn.

Specifications for Preparing Statistical Reports

- Statistical reports on the quantity and quality of the public employee workforce, the list, and salaries of public employees should be uniformly prepared using the “Microsoft Excel” application and the “Times New Roman” font style.- Reports must be prepared in the correct order of criteria as shown in the template attached to the Circular (columns without information should be left blank).

Report Templates

- Statistical reports on the quantity and quality of the public employee workforce should be prepared according to Form No. 01 (BM01-VC/BNV) issued with the Circular.- Reports on the list and salaries of public employees should be prepared according to Form No. 02 (BM02-BC/BNV) issued with the Circular.

Timing for Preparing Statistical Reports

- Annual periodic reports: by March 31 of the following year, public service providers and agencies managing public employees must prepare and submit the reports to the Ministry of Home Affairs.- Ad-hoc reports: carried out as per the requirements of the Ministry of Home Affairs and other competent authorities regarding the timing and scope of the statistical reports.

Additionally, the Draft Circular details the creation of records and components of public employee records. The templates for managing public employee records are implemented according to the templates of official records in Decision 06/2007/QD-BNV and Decision 02/2008/QD-BNV.
