1. What are the titles of librarians?

According to Article 2 of Circular 02/2022/TT-BVHTTDL, professional titles of librarians include:

- Class I librarian, Code: V.10.02.30

- Class II librarian, Code: V.10.02.05

- Class III librarian, Code: V.10.02.06

- Class IV librarian, Code: V.10.02.07

2. Standards of professional competence for librarians in Vietnam

2.1. Standards on training and retraining qualifications of Class I librarians in Vietnam 

Specifically, in Clause 3, Article 4 of Circular 02/2022/TT-BVHTTDL, standards for training and fostering the qualifications of Class I librarians are prescribed as follows:

- Firmly grasping the party's guidelines and guidelines, the state's policies and laws, and the development strategy for libraries and reading culture;

- Extensive knowledge of library operations;

- Being able to analyze, synthesize, systematize, and propose and advise on the development of library policies, laws, projects, and programs;

- Being able to organize and direct the research and application of scientific and technical advances to improve and raise the quality and efficiency of library work;

- Having basic information technology skills, using foreign languages, or using ethnic minority languages for officials working in ethnic minority areas, according to job position requirements.

2.2. Standards on training and retraining qualifications of Class II Librarians in Vietnam

The standards for training and fostering the qualifications of Class II librarians are specified in Clause 3, Article 5 of Circular 02/2022/TT-BVHTTDL, specifically as follows:

- Thoroughly understanding the party's policies and laws, as well as the state's development strategy for libraries and reading culture.

- Knowledge of library operations;

- Being able to analyze, synthesize, systematize and propose amendments, supplements and completion of the library professional process assigned to advise and manage;

- Having basic information technology skills, using foreign languages, or using ethnic minority languages for officials working in ethnic minority areas, according to job position requirements.

2.3. Standards of professional competence for class III librarians in Vietnam

Regarding professional capacity, Class III librarians must meet the following criteria:

- Understanding the guidelines and guidelines of the Party, policies and laws of the State, development strategy on library and reading culture;

- Mastering professional and professional knowledge about libraries;

- Having ability to analyze, synthesize, and advise on issues assigned to advise and manage;

- Being able to guide library users to use library utilities to access and exploit information;

- Having basic information technology skills, using foreign languages, or using ethnic minority languages for officials working in ethnic minority areas, according to job position requirements.

2.4. Standards of professional competence for class IV librarians in Vietnam

According to Clause 3, Article 7 of Circular 02/2022/TT-BVHTTDL, standards on the professional capacity of Class IV Librarians are as follows:

- Understanding the provisions of the law on library work;

- Having basic knowledge of librarianship;

- Being able to guide library users to access and exploit information and libraries;

- Having ability to apply information technology to perform assigned tasks;

- Being proficient in the use of technical means and equipment to serve mission requirements.
