1. What is a Class II cultural guides?

Class II cultural guides is a title of cultural guides.

Specifically, the groups of titles of cultural guides include:

- Class II cultural guides, Code: V.10.07.22

- Class III cultural guides, Code: V.10.07.23

- Class IV cultural guides, Code: V.10.07.24

2. Standards for Class II cultural guides in Vietnam

2.1. General standards of professional ethics in Vietnam

According to Article 3 of Circular 03/2022/TT-BVHTTDL, general standards of professional ethics of class II cultural guides are as follows:

- Take responsibility for the assigned work, follow the law, and properly and completely fulfill the obligations of public employees in their professional activities.

- Have dedication to the profession; honesty, objectivity, and frankness; scientific work; having clear opinions; having a modest and proper attitude when dealing with people; consciously combating wrong and negative acts; practicing thrift; combating waste.

- Have a spirit of solidarity, positive, proactively coordinate with colleagues to perform assigned tasks.

- Constantly learn and practice to improve quality, level, and capacity.

2.2. Specific standards for class II cultural guides in Vietnam

Standards of training and retraining qualifications:

+ Have a university degree or higher relevant to the field of grassroots culture;

+ Possess a certificate of standard training for the title of cultural guide.

- Standards of professional and professional competence:

+ Firmly grasp the guidelines and lines of the Party, policies, and laws of the State on grassroots culture;

+ Master the form and method of conducting mass culture and club activities;

+ Master pedagogical principles and skills and methods of professional and professional guidance; have experience in guiding grassroots cultural activities;

+ Understand the grassroots cultural work in the assigned field;

+ Be capable of analyzing, synthesizing, systematizing and drafting professional and professional manuals on grassroots culture;

+ Have basic information technology skills, using foreign languages or ethnic minority languages, for officials working in ethnic minority areas, according to job position requirements.

3. Duties of class II cultural guides in Vietnam

Specifically, in Clause 1, Article 7 of Circular 03/2022/TT-BVHTTDL, class II cultural guides are responsible for performing the following tasks:

- Assume primary responsibility for developing long-term, medium-term, and annual operational plans for the assigned grassroots cultural professional activities, as well as organizing their execution once approved;

- Assume the prime responsibility for compiling documents for propaganda and professional guidance on assigned grassroots cultural activities;

- Develop plans, organize and guide the masses to participate in activities of grassroots cultural institutions (gift classes, club activities, interest groups, tours, ceremonies, cultural performances and other grassroots cultural activities);

- Preside over the development and practice of model operation models and advanced working methods for the establishment;

- Preside over or participating in organizing mass cultural and art activities on important holidays, festivals or events; organize and participate in seminars, conferences and seminars within their assigned professional scope;

- Plan, organize training courses and providing professional guidance for lower-ranking methodologists.
