Standards and Conditions for Taking the Examination for Promotion of Administrative Public Employees of the Ministry of Justice

According to the plan, the 2019 administrative public employee promotion exam of the Ministry of Justice will take place in July and August 2020. On May 5, 2020, the Ministry of Justice issued Decision 1003/QD-BTP which specifically stipulates the subjects, conditions, and standards for the administrative public employee promotion exam as follows:

1. Promotion exam from employee, junior assistant to professional

* Eligibility

Public employees currently holding the positions of employee, junior assistant, or equivalent in units under the Ministry of Justice, who meet the conditions and standards for promotion exams to a professional level as prescribed.

Eligibility Conditions

- Capable of handling or currently working in positions suitable for the responsibilities of the professional rank stipulated in Circular 11/2014/TT-BNV and Circular 05/2017/TT-BNV amending and supplementing some provisions of Circular 11/2014/TT-BNV;

- Successfully completed duties for the last 03 consecutive years; possesses good political and ethical qualities; not under disciplinary action or subject to review for disciplinary action by the competent authority;

- Held the rank of employee or equivalent for 5 years (60 months) or more, or held the rank of junior assistant, college assistant, or equivalent for 3 years (36 months) or more.

* Exam Standards

- Possesses a university degree or higher in a relevant field;

- Holds a certificate of competence in state management for professional rank, or a university degree in administrative studies, a master's degree in public administration, or a doctorate in public administration;

- Holds a foreign language proficiency certificate equivalent to level 2 of the Vietnamese foreign language competency framework as stipulated in Circular 01/2014/TT-BGDDT or possesses a certificate for ethnic minority language training issued by an authorized training institution for officials working in ethnic minority areas;

- Holds an IT certificate meeting the basic IT skills standard as stipulated in Circular 03/2014/TT-BTTTT or an equivalent IT application certificate.

2. Promotion exam from intermediate accountant, junior accountant to accountant

* Eligibility

Public employees currently holding the positions of intermediate accountant, junior accountant in units under and attached to the Ministry of Justice, who meet the conditions and standards for promotion exams to accountant rank as prescribed.

Eligibility Conditions

- Capable of handling or currently working in positions suitable for the responsibilities of the accountant rank stipulated in Circular 77/2019/TT-BTC;

- Successfully completed duties for the last 03 consecutive years; possesses good political and ethical qualities; not under disciplinary action or subject to review for disciplinary action by the competent authority;

- Public employees taking the promotion exam to accountant rank must be holding the rank of intermediate accountant and have held the rank of intermediate accountant or equivalent for 3 years (36 months) or more, with a minimum of 01 year (12 months) holding the rank of intermediate accountant, except for officials holding the rank of junior accountant or equivalent as stipulated in Clause 2, Article 24 of Circular 77/2019/TT-BTC.

For officials holding the rank of treasurer (07.047), treasury cashier (06.034), or unit cashier (06.035), the time holding the rank must be 5 years (60 months) or more.

* Exam Standards

- Possesses a university degree or higher in accounting, auditing, or finance;

- Holds a certificate in the accountant training program;

- Holds a foreign language proficiency certificate equivalent to level 2 of the Vietnamese foreign language competency framework as stipulated in Circular 01/2014/TT-BGDDT or a certificate in ethnic minority language training issued by an authorized training institution for officials working in ethnic minority areas;

- Holds an IT certificate meeting the basic IT skills standard as stipulated in Circular 03/2014/TT-BTTTT or an equivalent IT application certificate.

3. Promotion exam from professional to senior professional

* Eligibility

Public employees currently holding the position of professional or equivalent in units under and attached to the Ministry of Justice, who meet the conditions and standards for promotion exams to the senior professional rank as prescribed.

Eligibility Conditions

- Capable of handling or currently working in positions suitable for the responsibilities of the senior professional rank as stipulated in Circular 11/2014/TT-BNV dated October 9, 2014 of the Minister of Home Affairs, detailing the titles, codes, and professional standards of the administrative sector and Circular 05/2017/TT-BNV amending and supplementing some provisions of Circular 11/2014/TT-BNV;

- Successfully completed duties for the last 03 consecutive years; possesses good political and ethical qualities; not under disciplinary action or subject to review for disciplinary action by the competent authority;

- For public employees taking the promotion exam to senior professional rank, during the time holding the professional rank or equivalent, they must have directed or participated in developing, appraising at least one legal normative document or research project, scheme, project, or program at the level of ministries and central authorities, or at the provincial or district level that the employing agency was assigned to lead in researching and developing, and has been approved by a competent authority. To be specific:

+ Has an decision from an authorized person to participate in the Drafting Committee or Editorial Team for legal normative documents that the agency employing the official is assigned to research and develop, and has been approved by the competent authority. If involved in document drafting for which the Law on Promulgation of Legal Documents does not require the employing agency to establish a Drafting Committee or Editorial Team, there must be a written assignment from an authorized person to lead or participate in the construction;

+ Has an authorized person's decision to participate in the Steering Committee, Project Management Board, Drafting Committee or supporting group, Editorial Team, Project Team for ministry, sectoral, or provincial, district-level projects, programs, or schemes that the agency employing the official is assigned to lead in researching and developing and has been approved or accepted by the competent authority;

+ Has a written assignment from an authorized person to lead or participate in the review, evaluation, or revision of legal normative documents, including: law projects, National Assembly resolutions, ordinances, Standing Committee of the National Assembly resolutions; commands, decisions of the President; Government decrees, Prime Minister's decisions; resolutions of provincial or district-level People's Councils, decisions of provincial or district-level People's Committees.

- Has experience in administration, public service, or leadership and management activities. Public employees taking the promotion exam to senior professional rank must have held the professional rank or equivalent for 09 years or more (excluding probation, internship time), with a minimum of 01 year (12 months) holding the professional rank.

* Exam Standards

- Possesses a university degree or higher in a relevant field;

- Holds a certificate in state management for senior professional rank or a high-level political-administrative theory degree, master's degree in public administration, or doctorate in public administration;

- Holds a foreign language proficiency certificate equivalent to level 3 of the Vietnamese foreign language competency framework as stipulated in Circular 01/2014/TT-BGDDT or a certificate for ethnic minority language training issued by an authorized training institution for officials working in ethnic minority areas;

- Holds an IT certificate meeting the basic IT skills standard as stipulated in Circular 03/2014/TT-BTTTT or an equivalent IT application certificate.

4. Promotion exam from accountant to senior accountant

* Eligibility

Public employees currently holding the position of accountant in units under and attached to the Ministry of Justice, who meet the conditions and standards for promotion exams to senior accountant rank as prescribed.

Eligibility Conditions

- Capable of handling or currently working in positions suitable for the responsibilities of the senior accountant rank stipulated in Circular 77/2019/TT-BTC;

- Successfully completed duties for the last 03 consecutive years; possesses good political and ethical qualities; not under disciplinary action or subject to review for disciplinary action by the competent authority;

- During the time holding the accountant rank or equivalent, has directed or participated in developing at least one normative document or research project, scheme, program, or project in finance, accounting at the level of ministries and central authorities, or provincial, district levels, that the employing agency was assigned to lead in researching and developing, and has been approved or accepted by a competent authority. To be specific:

+ Has an authorized person's decision to participate in the Drafting Committee or Editorial Team for legal normative documents and has been approved by the competent authority. If involved in document drafting for which the Law on Promulgation of Legal Documents does not require the establishment of a Drafting Committee or Editorial Team, there must be a written assignment from an authorized person to lead or participate in the construction;

- Holds an IT certificate meeting the basic IT skills standard as stipulated in Circular 03/2014/TT-BTTTT or an equivalent IT application certificate.
