Working time, standard teaching hours and teaching hour norms in Vietnam
- The lecturer's working time is determined according to the working regime of 40 hours in a week.
- The total working time of lecturers in a year to perform teaching, scientific research, study, training, and other tasks is 1,760 hours after deducting the prescribed number of days off.
- Standard teaching time is the unit of time converted from the number of labor hours required to complete a certain amount of work in the teaching task of the lecturer equivalent to a theoretical or practical class period. (or remote teaching), including the required labor time before, during, and after the lecture.
- The teaching time in the training and retraining plan is calculated by the standard teaching hours, in which one period (45 minutes) of lectures and direct discussion in class (or distance teaching) is equal to one standard hour of teaching and is specified in Article 19 of this Circular.
- Norm of standard teaching hours in a year:
+ Trainees: Up to 90 standard hours.
+ Instructor: 270 standard hours.
+ Main lecturer: 290 standard hours.
+ Senior Instructor: 310 standard hours.
+ The standard time directly to class for the lecturer titles specified at Points b, c, and d of this Clause accounts for at least 50% of the corresponding prescribed norm.
The head of the training institution shall specify the standard hours for each lecturer, suitable to the actual situation of the unit, but not 15% higher or lower than the above-mentioned standard hours.

- Teaching hour:
+ One lecture period, class discussion is counted as 1 standard hour.
+ An instruction to solve case studies is calculated from 2 to 2.5 standard hours.
+ A practical instruction period in class is calculated from 1.5 to 2 standard hours.
+ A teaching period of thematic report is calculated from 1.5 to 2 standard hours.
- Instructing hour:
+ Guide a student to write the graduation thesis (if any) which is calculated from 8 to 10 standard hours.
+ Guide a student to write a report, essay, and project from 3 to 5 standard hours.
+ Guide and take students to practice research 1 working day is counted from 03 to 04 standard hours.
- Preparing and reviewing test hours:
+ Prepare a written test, and the answer is calculated from 2 to 2.5 standard hours. Review 1 written test and answer it in 0.5 standard hours.
+ Prepare 5 test questions and answers, and the answers are calculated from 1.5 to 2.0 standard hours. Browse 5 questions and answers, and the answers are calculated in 0.5 standard hours.
+ Prepare a multiple-choice test, and the answers are calculated in 2 to 2.5 standard hours. Browse 1 multiple-choice test, and the answers are counted in 0.5 standard hours.
- Test hours: Each test period is counted as 0.5 standard hours/lecturer.
- Hours for marking tests, harvests, essays, projects (grade 2 times, 1 lecturer for each turn):
+ Each score from 04 to 06 written tests is counted as 01 standard hour.
+ Each time of marking and answering 01 student is counted as 0.5 standard hours.
+ Each score from 08 to 10 multiple-choice tests is counted as 01 standard hour.
+ Each grade of 1 graduation thesis (if any) is counted in 2 standard hours.
+ Each grade of 4 essays is counted as 1 standard hour.
+ Each turn of 1 project is counted as 2 standard hours.
- Admission Council or Graduate Recognition Council (if any): the Chairman of the Council is charged 2 standard hours/session, the Vice Chairman and the Secretary of the Council are charged 1.5 standard hours/session, Councilmembers are charged 1 standard hour/session.
- Council for graduation exam or graduation thesis (if any): The Chairman of the Council is counted at 3 standard hours/session; the Vice Chairman of the Council is entitled to 2 standard hours/session; the head of the committee, the Secretary of the Examination Council, and the graduation exam are counted at 1.5 to 2 standard hours/session; and the Deputy Head of the Examination Board, considers the graduation exam at 1 to 1.5 standard hours/session.
- Graduation exam inspection is calculated from 1.5 to 2 standard hours/session/person.
- Marking exams for excellent teachers at school level is calculated from 3 to 4 standard hours/session/person.
- For tasks with funding support and remuneration from other funding sources, it is not possible to convert the task performance time into standard teaching hours. However, these tasks are included in the total norm of standard teaching hours to evaluate and classify the quality of lecturers who do not meet labor standards.
Based on the above provisions, the head of the training and retraining institution shall specifically convert the time for performing the above-mentioned activities to set the standard teaching time, ensure compliance with the requirements of each training and retraining program and actual conditions.
