Some Adjustments in the Recruitment of Officials and Public Employees in Vietnam

In the Draft Decree amending and supplementing a number of regulations on the recruitment, utilization, and management of officials and public employees and the implementation of policies regarding certain types of contractual work in state administrative agencies and public service providers (hereinafter referred to as the Draft Decree), the Government of Vietnam has proposed adjustments to several regulations concerning the recruitment, utilization, and management of officials and public employees as follows:

For official recruitment:

Content adjustment Decree 24/2010/ND-CP Draft Decree
Test subjects - General knowledge: Written test;


- Professional subject: Written test + Multiple choice;


- Foreign language: Written test + Oral exam


- Office informatics: Practical test or multiple choice
Divided into 02 rounds. The details are as follows:


- Round 1: Multiple choice tests on: General knowledge, foreign language, and office informatics;


- Round 2: Interview on professional subject.
Scoring method - General knowledge: coefficient 1;


- Professional subject: Written test coefficient 2; Multiple-choice test coefficient 1;


- Foreign language, minority language, office informatics: coefficient 1 and not included in the total score.
All tests are calculated with coefficient 01
Determining the successful candidates 1. Successful candidates must meet the following conditions:


- Have all the required test subjects;


- Score ≥ 50 points for each test;


- Higher test results are taken in descending order within the recruitment quota;


2. If 02 candidates have the same result, the one with the higher written test score on the professional subject will be selected.

- Take all required test subjects, unless exempted;


Score ≥ 50 points in round 1 subjects to proceed to round 2 professional subject;


- Score ≥ 50 points for each test;


- Higher test results are taken in descending order within the recruitment quota;


2. If 2 candidates have the same result, the one with the higher general knowledge test score will be selected.

For public employee recruitment:

Test subjects - General knowledge: Written test;


- Professional subject: Written or multiple-choice and practical test;


- Foreign language;


- Office informatics: Practical test or multiple choice
Divided into 02 rounds. The details are as follows:


- Round 1: Multiple choice tests on: General knowledge, foreign language, and office informatics;


- Round 2: Interview on professional subject.
Scoring method - General knowledge: coefficient 1;


- Professional subject: Written or multiple-choice test coefficient 1; Practical test coefficient 2.


- Foreign language, minority language, office informatics: Calculated as conditional points and not included in the total score.

All tests are calculated with coefficient 01.

Determining the successful candidates - Successful candidates must take all the tests, each scoring 50 points or more;


- Select candidates with higher test results, taken in descending order until the recruitment quota is filled.
- Successful candidates must take all the tests, each scoring 50 points or more (unless exempted).


- Select candidates with higher test results, taken in descending order until the recruitment quota is filled.

Additionally, the Draft Decree amends and supplements a number of articles in Decree 68/2000/ND-CP on implementing policies for specific types of work contracts in state administrative agencies and public service providers. Accordingly:

- No labor contracts shall be signed for professional work positions identified as official positions in administrative agencies;

- No contract policies shall be applied to security personnel in the Government Office, State Bank of Vietnam, State Treasury, Tax Stamp Treasury, Customs Stamp Treasury;

- No contract policies shall be applied for drivers for the positions: General Secretary of the Communist Party Central Committee, President, Chairman of the National Assembly, Prime Minister, Politburo Members, Secretary of the Communist Party Central Committee, Vice President, Chairman of the Central Inspection Committee, Chief Procurator of the Supreme People's Procuracy, Chief Justice of the Supreme People's Court, Deputy Prime Minister, Vice Chairman of the National Assembly, Chairman of the Central Committee of the Vietnam Fatherland Front;

- No labor contracts shall apply for specialized drivers transporting money for the State Bank of Vietnam, State Treasury.

Moreover, state salary scales and tables stipulated in Decree 204/2004/ND-CP do not apply to employees under contract policies for specific types of work in state administrative agencies and public service providers under Decree 68/2000/ND-CP.

Currently, the Draft Decree is being sought for public comment on the Vietnamese Government's electronic portal.
