The Ho Chi Minh City People's Council issued Resolution 13/2022/NQ-HDND dated July 8, 2022 on the number, level of allowances, and support policies for the part-time Commune Police force assigned to participate in ensuring security and order in the hamlet; the level of payment for severance support for the semi-full-time Commune Police who terminate their duties but fail to arrange other jobs; or continue to participate in ensuring security and order in hamlets of communes of the above 05 districts of Ho Chi Minh City.

Specifically, allowances and support policies for part-time commune police forces in hamlets of communes of 05 districts in Ho Chi Minh City are regulated as follows:
The level of severance support of the part-time Commune Police in Ho Chi Minh City
The level of severance support for a part-time commune police officer who ends their duties but fails to arrange or arrange another job or does not continue to participate in ensuring security and order at hamlets of communes of 05 districts in HCMC is as follows:
(1) In the case where the part-time Commune Police has worked continuously for a full 15 years and finishes its duties but fails to arrange or arrange another job or does not continue to participate in ensuring security and order at the hamlet, they are entitled to a one-time allowance. Each working year is equal to 1.5 of the current allowance;
(2) In the event that the part-time Commune Police with a continuous working period of less than 15 years ends their duties and fails to arrange or arrange another job or does not continue to participate in ensuring security and order at the hamlet, they are entitled to a one-time allowance. Each working year is calculated as 0.5 of the current allowance.
In addition to the provisions of (1) and (2), if the part-time Commune Police terminates their duties due to failure to arrange or arrange other jobs or continue to participate in ensuring security and order in the hamlet, they are entitled to an additional allowance, with each year of service equal to 1.5 of the current allowance at the time of assignment termination.
In which the working time is counted as severance support, including the entire period of continuous work at the Commune Police.
The calculation of the odd number of months is as follows:
+ Under 06 months is counted as half a year;
+ The round calculation ranges from full 06 months to 12 months.
Allowances and support policies of the semi-specialized commune police in Ho Chi Minh City
Part-time commune police are arranged to ensure security and order in hamlets of communes of 05 districts in Ho Chi Minh City and enjoy the following allowances and support policies:
(1) A university degree entitles you to a monthly allowance equal to 2.34 times your base salary.
(2) A college degree entitles you to a monthly allowance equal to 2.10 times your base salary.
(3) Intermediate level or untrained employees are entitled to a monthly allowance equal to 1.86 times the base salary.
(4) In addition to the monthly allowance enjoyed at (1), (2), (3), the part-time commune police are supported by the State budget to pay voluntary social insurance premiums at the rate of 18% of the current allowance and continue to buy voluntary health insurance in lieu of the payment support for medical examination and treatment while on duty.
(5) In the case of qualified semi-specialized commune police, :
- Universities and colleges are supported at 1,000,000 VND/person/month;
- Intermediate and untrained are supported at 750,000 VND/person/month.
In addition to the above support levels, the semi-specialized commune police in Ho Chi Minh City also enjoy the following support policies:
- To enjoy a daily allowance equal to 0.05 times the general minimum salary when on permanent duty to be ready to fight in key communes with complex security and order problems;
- Additional support for the part-time commune police force in new rural construction communes is: 500,000 VND/person/month;
- The uniform allowance of the force is 1,125,000 VND/person/year.
