This is one of the notable contents of the Resolution No. 27/NQ-TW on salary policy reform for officials, public employees, armed forces and employees in enterprises.
Specifically, according to the content of the Resolution No. 27/NQ-TW, from 2021, a new uniform salary system will be applied to officials, public employees and armed forces in the entire political system of Vietnam. To achieve this goal, one of the important reform contents is to formulate a new salary structure including: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). wage). Concurrently, supplement the bonus (bonus fund is about 10% of the total salary fund of the year, excluding allowances).
However, due to the impact of the Covid-19 epidemic, at the 13th Plenum of the Central Committee, the Central Executive Committee agreed with the proposal of the Vietnam Government's Party Personnel Committee on the time to officially implement the new salary system for officials and public employees, which is from July 1, 2022 instead of 2021, as the spirit of Resolution No. 27/NQ-TW of Vietnam Government.
Thus, from July 1, 2022, agencies and units will pay bonuses to officials and public employees based on this bonus fund. With the addition of the bonus fund to the salary structure from July 1, 2022, it will ensure the uniform implementation of rewards for officials and public employees at agencies and units, limiting the situation where officials and public employees are not paid a bonus.
Moreover, according to Resolution No. 27/NQ-TW, in the near future, a new payroll system will be developed and issued according to employment positions, titles and leadership positions to replace the current payroll system; change the old salary to the new salary, ensuring that it is not lower than the current salary. Thus, from 2021, there will be 05 new payrolls for officials and public employees, including:
- 01 position payroll applicable to officials and public employees holding leadership positions.
- 01 professional payroll according to officials ranks and professional titles of public employees, applicable to officials and public employees who do not hold leadership titles.
- 03 payrolls for the armed forces, including:
+ 01 payroll of military officers, officers and non-commissioned officers of the police force (according to positions, titles or ranks).
+ 01 payroll of professional military personnel, professional and technical police officers.
+ 01 payroll of defense workers and public security workers (including the current salary correlation of the armed forces with administrative officials).
