On December 9, 2016, the Steering Committee for the Construction of Scheme TW 6 under the Central Executive Committee of the Vietnam Communist Party issued Official Dispatch 01-CV/BCD providing guidance on the summary report on renovating the Vietnam Communist Party's leadership method and building the organizational apparatus of the political system.
With the aim of providing proposals on tasks and solutions to continue renewing the leadership methods of the Vietnam Communist Party, building lean, effective, and efficient organizational structures of the political system, the Steering Committee for Developing the Scheme on Continuing the Renewal of Leadership Methods of the Vietnam Communist Party and Building Lean, Effective, and Efficient Organizational Structures of the Political System requests the agencies, organizations, and Party committees under the Central level to:
- Conduct a profound evaluation of the leadership, direction, and implementation of the renewal of the leadership methods of the Vietnam Communist Party; assess the building of the organizational structure of the political system in accordance with the requirements of being lean, effective, and efficient.
- The review should be conducted from the grassroots to the Central level, providing an objective evaluation and deep analysis of what has been accomplished, what has not; the challenges and obstacles; the aspects that do not align with reality; identify the causes; and draw lessons learned from the implementation process.
Methods for Summarizing and Evaluating Party Resolutions and State Legal Documents on the Renewal of Party Leadership Methods and Construction of the Political System Organizational Structure:
- The Party committees and organizations under the Central level establish steering committees led by the secretary of the Party committee, secretary of the Party delegation, secretary of the Party's Party personnel committee, head of the agency or unit (where there is no Party personnel committee or Party delegation) as the head of the steering committee; develop plans and closely direct the evaluation and report preparation from the grassroots to their level.
- Organize conferences including the collective of Party committees, the Party personnel committee, the Party delegation; leaders of agencies and units (where there is no Party personnel committee or Party delegation); heads of affiliated units to discuss and approve summary reports before sending them to the Central Scheme Development Steering Committee.
- In addition to the unit's summaries and reports, based on their functions and tasks, the following units shall provide comprehensive reports and report to the Steering Committee on the following content:
- The Vietnam Communist Party delegation of the National Assembly shall compile and report on the organizational apparatus, the number of officials and public employees, and workers of the National Assembly, the Standing Committee of the National Assembly, and other agencies of the National Assembly; including the system of people's courts, the people's procuracies, and the State Audit Office.
- The Party personnel committee of the Government of Vietnam shall lead and conduct the summary of the implementation of Resolution No. 17-NQ/TW dated August 1, 2007, on accelerating administrative reform, enhancing the effectiveness of state management, and report to the Steering Committee no later than May 1, 2017.
- The Central Organization Commission shall lead and advise on the summary of the implementation of Resolution No. 15-NQ/TW dated July 30, 2007, of the 5th Conference of the 10th Party Central Committee on continuing the renewal of the Party's leadership methods in the activities of the political system, and report to the Steering Committee no later than May 1, 2017; consolidate and report on the organizational apparatus, the number of officials and public employees, and workers in the Party - mass organizations, and the Office of the President.
- The Party personnel committee of the Ministry of Home Affairs shall compile and report on the organizational apparatus, the number of officials and public employees, and workers within the Government of Vietnam, ministries, ministerial-level agencies, and agencies under the Government; local administrations (including commune-level officials, non-specialized workers, and those receiving allowances from the commune-level budget, villages, and residential groups).
- The Party personnel committee of the Ministry of Finance shall provide a comprehensive report on the recurrent budget expenditures for political system organizations over 5 years (2011-2016) and estimate the total annual and the structure's recurrent expenditures of the political system from 2017-2021 (salaries, allowances, operational expenses of the organizational apparatus, etc.).
The Party committees and organizations under the Central level, after completing the summary, shall send reports to the Central Steering Committee (via the Central Organization Commission - the Standing Organ of the Steering Committee), before February 28, 2017, to compile reports for the Steering Committee and serve as a basis for Scheme development.
