Below, Law Secretary would like to introduce the salary tables; salary allowance policies for officials and public employees in state agencies, public service providers of the State; specialized officers and commune, ward, commune-level town officials; officers, professional soldiers, non-commissioned officers, soldiers, and workers in agencies and units of the armed forces (including the People's Army and the People's Public Security).
Salary table for officials, armed forces
The salary tables; table of rank allowances for non-commissioned officers, conscripted soldiers, and table of position allowances for leadership positions are as follows:
- Salary tables:- 07 salary tables include:- Table 1: Salary table for senior experts.- Table 2: Salary table for professional, specialist officials in state agencies (including officials holding electoral positions subject to salary classification by administrative rank and step, and enjoying leadership position allowances, and officials at commune, ward, and commune-level town).- Table 3: Salary table for professional, specialist officials in public service providers of the State.- Table 4: Salary table for executing and serving personnel in state agencies and public service providers of the State.- Table 5: Salary table for full-time officers in commune, ward, and commune-level town.- Table 6: Salary table for military ranks of People's Army officers; officers, non-commissioned officers of People's Police.- Table 7: Salary table for professional soldiers in the People's Army and technical specialists in the People's Police.- Cipher workers in the cipher organization, depending on each subject, are classified according to the salary table for military ranks of People's Army officers (Table 6) with the highest salary level equal to the salary level of the rank of Major General (excluding People's Army officers and People's Police officers dispatched or assigned) and salary table for professional soldiers in the People's Army (Table 7).- Workers in agencies or units under the armed forces and cipher organizations apply salary scales and tables as stipulated in state-owned companies.- Table of rank allowances for non-commissioned officers, conscripted soldiers of the People's Army and People's Police.- Table of position allowances for leadership positions (elected, appointed) in state agencies, public service providers of the State; agencies, units under the People's Army and People's Police.
Salary allowance regime for officials, armed forces
- Seniority allowance beyond the maximum level: Applicable to those classified according to Table 2, Table 3, Table 4, and Table 7 mentioned above and the professional, specialist salary tables of the Court sector and Prosecution sector as stipulated in Resolution 730/2004/NQ-UBTVQH11, who have been placed at the last step in a rank or title.- Concurrent leadership position allowance: Applicable to those holding leadership positions (elected, appointed) in one agency or unit and concurrently elected or appointed to a leadership position head of another agency or unit which is arranged with a full-time head but operates concurrently.- Regional allowance: Applicable to those working in remote, isolated places with harsh climates.- Special allowance: Applicable to those working on islands far from the mainland and border regions with particularly difficult living conditions.- Attraction allowance: Applicable to officials and public employees who come to work in new economic zones, economic establishments, and offshore islands with particularly difficult living conditions.- Mobile allowance: Applicable to officials and public employees working in certain professions or jobs that regularly change working and living locations.- Hazardous, dangerous allowance: Applicable to officials and public employees doing jobs with hazardous, dangerous, and particularly hazardous, dangerous working conditions not yet determined in salary levels.- Specific allowance policies by profession or job:- Seniority allowance by profession: Applicable to officers and professional soldiers in the People's Army, officers and non-commissioned officers with salaries in the People's Police, cipher workers in the cipher organization, and officials classified according to specialized ranks or titles: customs, court, prosecution, audit, inspection, civil judgment execution, forest protection.- Preferential allowance by profession: Applicable to officials and public employees working in professions or jobs with higher-than-normal working conditions, with preferential policies from the State not yet determined in salary levels.- Responsibility allowance by profession: Applicable to positions classified according to the professional, specialist salary table and positional salary table of the Court, Prosecution, Inspection, and some judicial positions.- Job responsibility allowance: Those working in the cipher organization enjoy job responsibility allowances for protecting cryptographic secrets and those doing work requiring high responsibility or managerial tasks not in leadership positions (elected, appointed) enjoy job responsibility allowances.- Defense, security service allowance: Applicable to those not classified according to Table 6 and Table 7 working in agencies or units under the armed forces and cipher organizations.
