Recently, the Ministry of Information and Communications (Hanoi, Vietnam) has issued Circular 30/2020/TT-BTTTT. This Circular provides guidance on salary grading for Public Employees working as broadcasters in Vietnam

Salary grading for Public Employees working as broadcasters After Recruitment in Vietnam from December 12, 2020

According to the regulations in Article 6 of Circular 30/2020/TT-BTTTT, after recruitment, completion of the probation period as prescribed, and being appointed by the competent authority to the professional title of public employee broadcaster in the Information and Communications sector, the salary grade for the appointed professional title is classified as follows:

- In the case where the recruited public employee has a doctoral training degree suitable for the job position, they are classified at grade 3, salary coefficient 3.00, salary scale A1 of public employees;- In the case where the recruited public employee has a master's training degree suitable for the job position, they are classified at grade 2, salary coefficient 2.67, salary scale A1 of public employees;- In the case where the recruited public employee has a bachelor's training degree suitable for the job position, they are classified at grade 1, salary coefficient 2.34, salary scale A1 of public employees;- In the case of appointment to the broadcaster rank IV: If recruited and holding a college training degree suitable for the job position, they are classified at grade 2, salary coefficient 2.06; if holding an intermediate training degree suitable for the job position, they are classified at grade 1, salary coefficient 1.86, salary scale B of public employees.

In addition, in the case where the recruited public employee with a college degree has already been classified at salary scale A0 for public employees according to the provisions in Decree 204/2004/ND-CP, the classification of salary grades is based on the working period with compulsory social insurance contributions according to the salary schedule and scale stipulated by the State. From grade 2, for every 24 full months of service, the employee is promoted by 1 salary grade. If the period is less than 24 months, the time will be considered for the next salary grade promotion or for the entitlement of seniority allowances beyond the framework.

Salary policies for Public Employees as broadcasters After Recruitment from December 12, 2020

According to Conclusion 77-KL/TW dated June 5, 2020, and Resolution 122/2020/QH14 dated June 19, 2020, the Politburo and the National Assembly have agreed not to adjust the statutory pay rate for officials and public employees, armed forces from July 1, 2020, until further notice. Therefore, the statutory pay rate for public employees from July 1, 2020, and 2021 remains at 1.49 million VND/month until further notice.

With the statutory pay rate remaining at 1.49 million VND/month, from December 12, 2020, public employees as broadcasters after recruitment will enjoy the following salary policies:

- For public employees as broadcasters with a doctoral training degree, the salary is 4,470,000 VND/month (salary coefficient 3.00 x 1,490,000);- For public employees as broadcasters with a master's training degree, the salary is 3,978,300 VND/month (salary coefficient 2.67 x 1,490,000);- For public employees as broadcasters with a bachelor's training degree, the salary is 3,486,600 VND/month (salary coefficient 2.34 x 1,490,000);- For public employees as broadcasters with a college training degree, the salary is 3,069,400 VND/month (salary coefficient 2.06 x 1,490,000);- For public employees as broadcasters with an intermediate training degree, the salary is 2,771,400 VND/month (salary coefficient 1.86 x 1,490,000);
