Circular 77/2016/TT-BQP on the implementation of the statutory pay rate for those receiving salaries or rank allowances from the state budget in agencies and units under the Ministry of National Defense of Vietnam takes effect from July 25, 2016.

Guidance on Implementing the Statutory Pay Rate for Individuals Receiving Salaries or Rank Allowances from the State Budget in Agencies and Units Under the Ministry of National Defense of Vietnam:
- Officers, professional soldiers, non-commissioned officers, soldiers, workers, and public defense employees;
- Cryptographic trainees;
- Individuals working under labor contract policies and receiving salaries according to Decree No. 204/2004/ND-CP.
Guidance on Calculating Salaries, Allowances, and Subsidies from May 1, 2016:
For Salary and Rank Allowance:
- Salary = Statutory Pay Rate 1,210,000 VND/month x Current Salary Coefficient;
- Rank Allowance for non-commissioned officers, soldiers, and cryptographic trainees = Statutory Pay Rate 1,210,000 VND/month x Current Rank Allowance Coefficient;
- Amount of retained differential coefficient = Statutory Pay Rate 1,210,000 VND/month x Current Retained Differential Coefficient (if any).
For Salary Allowances:
- Allowances calculated according to the statutory pay rate:
- Salary recipients: Allowance = Statutory Pay Rate 1,210,000 VND/month x Allowance Coefficient as prescribed;
- Non-commissioned officers, soldiers, and cryptographic trainees: Allowance = Rank Allowance for Private, calculated according to the statutory pay rate of 1,210,000 VND/month x Allowance Coefficient as prescribed.
- Allowances calculated by percentage:
- Salary recipients: Allowance = (Implemented Salary from May 1, 2016 + Implemented Position Allowance from May 1, 2016 + Implemented Seniority Allowance beyond the framework from May 1, 2016) x Percentage of Allowance as prescribed;
- Non-commissioned officers, soldiers, and cryptographic trainees: Allowance = Current Rank Allowance, plus leadership position allowance (if any) calculated according to the statutory pay rate of 1,210,000 VND/month x Percentage of Allowance as prescribed.
For Allowances calculated according to the statutory pay rate: Allowance = Statutory Pay Rate 1,210,000 VND/month x Number of months entitled to the allowance as prescribed.
