I heard that the State Bank of Vietnam is drafting a Circular stipulating codes, professional and professional standards and salary classification for the rank of banking civil servants. May I ask what are the regulations on ranks and ranks of civil servants as well as how to calculate salary according to the new draft? Thank you!
Regulation on scale and code of civil servant rank in banking sector according to the new draft?
Pursuant to Article 2 of the Draft Circular stipulating code, professional standards and salary grading for the scale of banking officer (Draft 2) specified as follows:
- Senior controllers rank code: 07.044
- Number of principal controllers of the bank, rank code: 07.045
- Number of banking controllers, rank code: 07.046
- Banking terminal keeper, scale code: 07.048
- Rank code: 07.047.
Regulations on the new salary arrangement for the rank of civil servants specializing in banking in Vietnam
Provisions on the salary grading for the scales of banking officers by the new Draft?
Pursuant to Article 9 of the Draft Circular stipulating code, professional standards and salary grading for the scale of banking officer (Draft 2) specified as follows:
On the method of salary grading, the drafts clearly state, the scales of banking officers are applied Table 2 (Professional salary table for cadres, civil servants in the state agencies) issued together with Decree No. 204/2004/ND-CP dated 14/12/2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces as follows:
- The number of high-level banking controllers, which is classified into group A3 public employees (A3.1);
- Rank of banking controllers applies the salary scale of type A2, group 1 (A2.1)
- The number of banking controllers applying the salary table of category A1 public employees;
- The treasurer of the bank's warehouse shall adopt the salary schedule applicable to public employees of category A0;
- The payroll of public servants of category B shall apply to the vault staff.

In cases where the public employees do not meet the conditions and criteria for entitlement to the wage scale at which they are kept in the vault or the wage scale at which they work in the vault, the wage scale at which they are enjoyed shall continue to apply for a period of 05 years from the effective date of this Circular. Within this 5-year period, civil servants must complete the training standards as required by the banking vault keeper's rank, the rank of Monetary- Vault (new).\. When civil servants fully satisfy the criteria and conditions of the vault-keepers or the vault- Vault staff rank (new), the agency employing such public employees shall report them to the agency managing such public employees for consideration and decision on the appointment to the rank. If a civil servant fails to satisfy training standards required by the civil servant rank, his/her payroll shall be streamlined under law.
