Regulations on Leave for Military Officers in Vietnam in 2017

Circular 153/2017/TT-BQP (effective from August 11, 2017) stipulates the leave policies for active-duty officers in agencies, units, and organizations under the Ministry of Defense of Vietnam, and for cryptographic personnel under the Government Cipher Committee. To be specific:

Leave Regime Details
Annual Leave
  • Less than 15 years of service, entitled to 20 days
  • From 15 years to less than 25 years of service, entitled to 25 days;
  • 25 years of service and above, entitled to 30 days.
Special cases, entitled to additional leave:


10 days if:
 
  • Stationed more than 500 km away from family;
  • Stationed in remote, isolated, border areas more than 300 km away from family;
  • Stationed on islands in the Truong Sa archipelago, DK.


05 days if:
 
  • Stationed 300 km to less than 500 km away from family
  • Stationed in remote, isolated, border areas 200 km and more away from family with area coefficient 0.5 and above;
  • Stationed on islands receiving area allowance.
Special Leave Each leave period not exceeding 10 days for cases of:
 
  • Officers getting married; biological or legally adopted children getting married.
  • Family facing sudden hardship due to the serious illness, accident, sacrifice, death, or heavy natural disaster consequences of parents, legal guardians (both sides); spouse; biological or legally adopted children.
Public Holidays and Tet Festival Leave Officers are entitled to leave on public holidays, Tet festival as prescribed by the Labor Code, and the establishment day of the Vietnam People's Army (December 22).


For units on combat readiness, training, or due to mission requirements, the leave will be determined by the unit commander at the regimental level and above based on the unit's mission situation.
Health and Rehabilitation Leave Officers are entitled to health and rehabilitation leave as prescribed in Circular 179/2013/TT-QP
Weekly Leave Weekly leave is on Saturdays and Sundays.


For units on combat readiness, training, or due to mission requirements, the weekly leave will be determined by the unit commander at the regimental level and above based on the unit's mission situation.
Retirement Preparation Leave Officers who have received a retirement decision are entitled to leave to prepare for their family's retirement rear as follows:
 
  • From 20 years of service to less than 25 years of service, entitled to 09 months;
  • 25 years of service and above, entitled to 12 months.


In cases where the officer wishes to retire immediately (without or not fully taking retirement preparation leave), they will receive a wage differential according to current regulations for not taking the retirement preparation leave.
