Regulation 98 of the Politburo on the Rotation of Officials

October 07, 2017, the Central Executive Committee officially approved Regulation 98-QD/TW on the rotation of personnel. Notably, some of the following contents:

Clarification of Certain Concepts

- Personnel Rotation refers to the temporary assignment of young, competent, and promising officials, who are in the plan, from Central to localities, from higher to lower tiers, and between localities, agencies, and units within the political system to train, nurture, discipline, and test officials, thereby forming the basis for selecting, arranging, and utilizing officials.- Personnel Transfer refers to the assignment, arrangement, and transfer of work positions, which may be temporary or indefinite, for officials in localities, agencies, and units within the political system (regardless of whether they hold positions or not) according to the regulations of the Communist Party and the State, as per plans or as required by competent authorities.

Principles of Rotation

- Only rotate leaders and managers, not officials engaged in specialized and professional work (unless it is to strengthen the grassroots level, necessary fields, or locales).- Do not transfer to Central, to localities, or to other localities those officials who have been disciplined, have weak competence, decreased credibility, or no development prospects.- Rotated officials must be young.

Personnel Rotation Process

- Step 1: Based on the need for personnel rotation, the party committee, party organization, agency, or unit leadership review and assess the personnel of the locality, agency, or unit; develop a rotation plan to submit to competent authorities for consideration and approval.- Step 2: Based on the directive of the competent authority, the organization and personnel advisory body informs the localities, agencies, and units to propose personnel for rotation.- Step 3: Summarize proposals from localities, agencies, and units; the organization and personnel advisory body reviews standards, criteria, and forecasts the locality, position, and personnel for rotation. Opinions are collected, and assessments are made for the proposed personnel.- Step 4: The organization and personnel advisory body sends documents for the opinion of related agencies, discusses with the sending and receiving places about the proposed locality, position, and personnel for rotation; collects the appraisal results and discusses with the proposed rotated personnel. Arrange a meeting with the rotating officials to emphasize the rotation's purpose and requirements; at the same time, understand the sentiments and aspirations, and define the responsibilities of the rotated officials.- Step 5: The organization and personnel advisory body submits to competent authorities for consideration, decision, and leadership, directing the implementation (announcing the decision, directing elections, and other necessary tasks).

Rotation Duration

- At least 3 years (36 months) for a position (except concurrent positions).- Special cases are decided by competent authorities.

Policies for Rotated Personnel

- Arrange official housing, support travel, and living expenses; retain policies, and responsibility allowances for rotated officials if the rotated position has lower policies and responsibility allowances.- Rotated officials with particularly outstanding achievements can be considered for a salary increase ahead of time; they are given priority when considering post-rotation work arrangements.
