Promotion of rank for officials of the Ministry of Justice of Vietnam in 2019

Decision 1003/QD-BTP issuing the plan for holding the 2019 official promotion examination, administrative public employee promotion examination, and lecturer to principal lecturer professional title promotion examination of the Ministry of Justice of Vietnam effective from May 5, 2020.

The plan issued together with this Decision specifically stipulates the dossier, form, content, and time for the 2019 official promotion exam of the Ministry of Justice of Vietnam, as well as the regulations on exemption from foreign language and computer science tests, and the method of calculating scores and principles of determining the successful candidates as follows:

1. Content of the registration dossier for the promotion exam in Vietnam

The registration dossier for the promotion exam of an official includes:

- A résumé (according to form 2c-BNV/2008 issued together with Decision 02/2008/QD-BNV dated October 6, 2008 of the Ministry of Home Affairs on promulgating the form for managing officials' dossiers), certified by the official's employing agency;

- A review and evaluation of the official by the head of the employing agency according to the conditions and standards stipulated in Clause 3, Article 29 of Decree 24/2010/ND-CP, amended and supplemented by Decree161/2018/ND-CP dated November 29, 2018 of the Government of Vietnam;

- Copies of diplomas and certificates as per the conditions and standards of the registered promotion rank, authenticated by a competent authority (if the copies are not authenticated, the originals must be presented for verification);

- A health certificate issued by a competent medical authority within 30 days prior to the submission of the promotion exam dossier.

Note: Each official's promotion exam registration dossier should be placed in a separate envelope with dimensions 250 x 340 x 5mm (as prescribed in Point a, Clause 1, Article 1 of Decision 06/2007/QD-BNV dated June 18, 2007 of the Ministry of Home Affairs on the issuance of officials' dossier components and management forms).

2. Form, content and time of the exam

The promotion exam for officials to the ranks of Principal Specialist, Main Accountant, is carried out in two rounds as follows:

Round 1: Multiple-choice test conducted on paper. The content of the multiple-choice test includes 3 parts:

- Part I: General knowledge - 60 questions on the political system, organizational structure of the Communist Party, the State, socio-political organizations; state administrative management; officials and public service; Communist Party policies, State laws in the sector, field; duties of officials according to the standards of the exam rank. Duration: 60 minutes.

- Part II: Foreign language - 30 questions in one of five languages: English, Russian, French, German, Chinese as required by the exam rank. Duration: 30 minutes.

- Part III: Computer science - 30 questions as required by the exam rank. Duration: 30 minutes.

Round 2: Professional and skill test:

- For promotion to the rank of Principal Specialist and Main Accountant: Written test, duration 180 minutes, with a 100-point scale according to the requirements of the exam rank.

- For promotion to the rank of Specialist: Written test, duration 120 minutes, with a 100-point scale according to the requirements of the exam rank.

3. Conditions for exemption from foreign language and computer science tests

- Exemption from the foreign language test (Round 1) for the following cases:

+ Male officials aged 55 and above, and female officials aged 50 and above;

+ Officials working in ethnic minority areas who are ethnic minorities or have a certificate of ethnic minority language issued by a competent training institution;

+ Graduates with a foreign language degree at the same or higher level than the professional and skill level required by the exam rank's standards;

+ Graduates with a degree at the required level or higher for professional and skill training as per the exam rank's standards who studied abroad or studied in a foreign language in Vietnam.

- Exemption from the computer science test (Round 1) for cases with a diploma from intermediate level or higher in the field of information technology, computer science, or math-computer science.

4. Method of calculating scores and principles for determining the successful candidates

- The result of Round 1 is determined by the number of correct answers for each test part. If the official answers at least 50% of the questions correctly for each test part, they can participate in Round 2.

- Successful candidates in the promotion exam to the ranks of Principal Specialist, Main Accountant, Specialist must score 50 points or more in the Round 2 professional and skill test, selected in descending order of scores within the promotion target. If there are two or more candidates with the same score on the final promotion target, the selection of the successful candidate is determined as follows: female candidate; ethnic minority candidate; older candidates (based on birthdate); if the same age, then the candidate with longer service time is selected. If still undetermined, the Minister of Justice will decide the successful candidate upon the recommendation of the Exam Council and Head of the Personnel Department.

- No retention of results for subsequent promotion exams.

5. Estimated exam organization time

July and August 2020 (the time might be postponed if the pandemic has not ended and the Prime Minister of the Government of Vietnam doesn't allow it).
