This is one of the notable content in Decision No. 2816/QD-BNV on the promulgation of the Code of Conduct for officials and public employees, workers of the Ministry of Home Affairs, effective November 29, 2017.

To be specific, according to the content of this Decision, when working at government offices and while on duty, officials and public employees, and workers must comply with the following regulations:
- Wear appropriate office attire, keep hair neat and tidy;
- Maintain a serious demeanor, cheerful, modest, polite attitude, respect others in communication, use standard, clear, coherent, and polite language;
- Officials and public employees and workers must wear or attach name tags, badges, and title cards properly;
- Do not attend to personal matters or cause disorder during working hours;
- Do not smoke cigarettes at the office or workplace; do not consume alcoholic beverages during working hours;
- Do not wear headphones, play music, listen to music, play electronic games, or use personal entertainment devices during working hours;
- Keep the workplace neat and orderly; do not display or store obscene cultural products, documents opposing the Communist Party, and the State.
The act of officials and public employees and workers attending to personal matters, wearing headphones, listening to music, or playing electronic games during working hours is a violation of the code of conduct and will be reviewed and handled according to regulations.
Additionally, according to Decision 2816/QD-BNV, while on duty, officials and public employees, and workers of the Ministry of Home Affairs are prohibited from doing the following:
- Impersonate individuals to handle work; misuse organizational titles to handle personal matters;
- Display attitudes or actions of bureaucracy, authoritarianism, arrogance, harassment, or coercion towards citizens;
- Refuse lawful requests of individuals that need to be addressed in accordance with assigned duties and tasks;
- Lose, damage, or tamper with records, documents related to the requests of organizations and citizens when entrusted with resolving them;
- Disclose state secrets, work secrets, and the names of individuals who write complaint letters or denunciations as prescribed by law;
- Exclusively for officials and public employees in the fields of Inspection and other professional activities, in addition to complying with this Code of Conduct, must strictly adhere to professional ethics standards as prescribed;
- Other activities as regulated by the law on officials, the law on anti-corruption, and other relevant laws.
