1. What is a meeting of cadres, civil servants, and public employees?

According to Clause 1, Article 2 of Circular 01/2016/TT-BNV, conferences of cadres, civil servants, and public employees are a form of direct democracy for cadres, civil servants, and public employees to participate in the management and construction of clean and strong agencies and units.

2. The process of preparing to hold meeting of cadres, civil servants, and public employees in Vietnam

The process of preparing to hold a meeting of cadres, civil servants and public employees in Vietnam according to Article 6 of Circular 01/2016/TT-BNV is as follows:

- Preparatory meeting:

+ The head of the agency or unit shall convene a preparatory meeting to unify the policy, approve the plan, objectives, and contents of the conference; estimate the time to hold the conference; and estimate the number of delegates to convene and allot that number to each unit to ensure a fair and reasonable structure and composition if it is a conference convening delegates.

Participants in the meeting are representatives of the conference organizing level, including: the head, the secretary of the party committee, the president of the trade union, and the heads of a number of relevant units.

+ The head of the agency or unit shall prepare the following documents and reports:

Report on reviewing the implementation of resolutions and guidelines of the Party, policies and laws of the State related to the functions and tasks of agencies and units;

Report on reviewing the implementation of previous conference resolutions and regulations on implementing democracy in the operation of agencies and units; evaluate, summarize, and review the responsibilities of the heads of agencies and units in the implementation of the annual work plan.

+ The executive committee of the trade union of the agency or unit shall prepare the following documents and reports:

Summary report on emulation movement; content of consideration and commendation and expected content of emulation movement next year; draft emulation covenant; report on the operation of the People's Inspection Committee and the work program and operation of the People's Inspectorate in the following year; expected personnel to elect or additionally elect members of the People's Inspection Committee as prescribed by law (if any).

+ In addition to the documents and reports mentioned at Points b and c, Clause 1, Article 6 of Circular 01/2016/TT-BNV, the head of the agency or unit shall reach agreement with the agency's or unit's trade union to decide on the contents to be publicized at the conference or the contents to be consulted with cadres, civil servants, and public employees at the conference in accordance with the provisions of Clause 1 of Article 7 and Article 9 of Decree 04/2015/ND-CP.

- Organize consultations with key officials and convene conferences:

+ Content for consultation: Estimated number of delegates convened and allocated to units, conference time; and draft documents and reports mentioned at points b and c, Clause 1, Article 6 of Circular 01/2016/TT-BNV.

Components collecting opinions are representatives of the conference organizing level, including:

++ The head, the head's deputy;

++ Standing Committee of Trade Union (or Executive Committee of Trade Union if there is no Standing Committee of Trade Union);

++ Secretary of the Party Committee;

++ President of Veterans Association (if any);

++ Secretary of Ho Chi Minh Communist Youth Union (if any);

++ Head of the People's Inspection Committee;

++ The head of the women's committee or the officer in charge of the women's committee;

++ Heads of units under agencies and units.

The head of the agency or unit shall coordinate with the trade union of the agency or unit in summarizing, collecting opinions, and completing the draft documents and reports for collection of opinions at the conference of the units in accordance with regulations specified in Clause 3, Article 6 of Circular 01/2016/TT-BNV; decided to convene a conference.

- Conducting conferences at units of agencies and units:

The heads of the units of the agencies or units shall assume the prime responsibility for, and coordinate with the Presidents of the trade unions at the same level in, organizing conferences at their units to summarize and evaluate the results of task performance in the year and the direction and tasks for the next year;

The implementation of regulations on implementing democracy at the unit; discussing and giving opinions on draft documents and reports sent for comments; electing delegates to conferences of agencies and units; commenting and rewarding; making recommendations and suggestions.

- Agency and unit heads, as well as agency and unit trade unions, synthesize opinions, complete documents, and reports presented to agency and unit conferences based on the outcomes of conferences outlined in Clause 3 and Article 6 of Circular 01/2016/TT-BNV.
