Procedure for Inspecting Communist Party Members Showing Signs of Disciplinary Violations

The procedure for inspecting Party members showing signs of violations is one of the new procedures promulgated in conjunction with Decision 684-QD/UBKTTW dated January 03, 2018, of the Central Committee for Inspection.

The process of examining party members for signs of violations consists of 3 steps: (1) Preparation, (2) Implementation, (3) Conclusion. Specifically as follows:

Step 1: Preparation

  1. Based on the results of monitoring, situational assessment, or tasks assigned by the Standing Committee of the Commission, the Director of the relevant department reports and proposes the inspection plan, drafts the inspection team; proposes the Deputy Chairperson of the commission to direct the inspection team.
  2. The Director submits the inspection plan and inspection decision to the Standing Committee of the commission for review and issuance.
  3. The inspection team assigns tasks to its members; develops an inspection schedule, a suggested outline for the explanatory report; and prepares documents and materials to serve the inspection.

Step 2: Implementation

  1. The inspection team implements the decision and the inspection plan, agrees on the working schedule with the subject of the inspection; requests the subject to prepare an explanatory report and provide documents to the inspection team.
  2. The inspection team conducts examination and verification.
  3. Related party organizations hold meetings.
  4. The inspection team continues to examine and verify unclear matters; prepares an inspection result report; discusses with the subject of the inspection and representatives of the related party organization about the inspection results.
  5. The inspection team finalizes the inspection result report, reports to the Deputy Chairperson of the commission directing the inspection team before submitting it to the commission. If a dual process is implemented, representatives of the commission hear the opinions of the two inspected party members before submitting to the commission.

Step 3: Conclusion

  1. The Central Inspection Commission reviews and concludes.
  2. The inspection team cooperates with the General Affairs Department to finalize the inspection conclusions, disciplinary decisions, or reports proposing the competent authority to enforce the discipline; reports to the Deputy Chairperson of the commission directing the inspection team before submitting it to the Standing Committee of the commission for signing and issuance.
  3. Representatives of the commission and the inspection team announce the inspection conclusions and disciplinary decisions (if any) to the subject of the inspection and the related party organization.
  4. The inspection team holds a feedback meeting, consolidates assessments (in writing) on the strengths and weaknesses of each team member, submits it to the Deputy Chairperson of the commission directing the inspection team for signing, and sends it to the heads of the units with personnel participating in the inspection team; compiles and submits the file for archiving.
  5. Members of the commission directly responsible for the area and related department monitor and supervise the implementation of the conclusions, disciplinary decisions of the commission or higher authority.
