On August 25, 2020, the Ministry of Education and Training issued Circular 24/2020/TT-BGDDT on employment of unqualified teachers and educational administrators in preschools, primary schools, and lower secondary schools in Vietnam.
Principals in Vietnam who do not meet the standardized educational qualifications will be dismissed from their positions (Internet image)
Circular 24/2020/TT-BGDDT guides the employment of unqualified educational administrators in Vietnam as follows:
- From October 10, 2018 - October 10, 2022: an educational administrator who has obtained at least qualified principal status or has their performance of duties classified as at least satisfactory (through a quality classification of officials and public employees), and still attains fitness to work will be placed a school administrator post until the end of the term of office.
Note: After the term of office ends, he/she will not be re-appointed as principal or vice principal but be placed another position in the educational institution until retirement as prescribed.
- From October 10, 2018 to October 10, 2022: an educational administrator who has not obtained qualified principal status or has their performance of duties classified as unsatisfactory (through a quality classification of officials and public employees)
- will be dismissed from the principal/vice principal post
- will be placed another position at the educational institution.
- Educational administrators who are unfit for work, wish to retire and fully meet the requirements prescribed by the Law on Social Insurance may retire according to law.
- Unqualified educational administrators prescribed above, as the case may be, may be subject to dismissal or cutting down of personnel on payroll as per the applicable law.
According to Article 72 of the Law on Education 2019, standardized educational qualifications of teachers are regulated as follows: - Teachers of preschool education teachers must possess at least a pedagogical college diploma; - Teachers of primary education, lower secondary education and upper secondary education must possess at least a bachelor’s degree in pedagogy training. - In case a subject is yet to acquire enough teachers with bachelor’s degree in pedagogy training, teachers of this subject must possess a bachelor's degree of suitable specialization and a certificate of pedagogy training; - Lecturers of higher education must possess a master’s degree; lecturers teaching or instructing master or doctor’s theses must possess a doctoral degree. - Standardized educational qualifications of teachers working in institutions of vocational education shall follow regulations in the Law on Vocational education. |
