 Draft Proposal for Implementing Unified Entry Quality Control for Officials

This draft proposal specifies the unified process and methods for conducting entry quality control for officials using two schemes. The first scheme is as follows:

Step 1: Candidates meeting the requirements for official recruitment under the Law on Officers and Officials submit their registration applications to the entry quality control unit for officials.

Step 2: The entry quality control unit conducts the entry quality control examination and issues a certificate to candidates who meet the conditions.

The results of the first-round test are determined by the number of correct answers for each test section; if a candidate answers correctly 50% or more of the questions in each section, they will be issued a Certificate of Passing.

This Certificate serves as the basis for recruiting agencies to proceed with the subsequent steps in the recruitment process. The Certificate is valid for 12 months from the issuance date, allowing candidates to register for the second round of recruitment. The Certificate is valid nationwide, for all recruitment positions.

Under this scheme, the proposal also stipulates that the entry quality control (first round in the recruitment process) will be conducted entirely on computers. Results are announced immediately upon completion of the test, and the certificate will be issued within 5 working days.

Thus, if this scheme is approved, candidates participating in official examinations in provinces, cities, and state agencies will not have to retake the first round if they have already taken it and received the certificate.

Currently, the draft proposal also suggests that the concentrated entry quality control should be conducted at least twice a year in four cities: Hanoi, Ho Chi Minh City, Hue, and Buon Ma Thuot.
