Law amending and supplementing a number of articles of the Law on officials and the Law on public employees was passed by the National Assembly on November 25, 2019, and officially came into effect on July 1, 2020.

Based on the evaluation results, civil servants are classified as follows:
- Completed tasks with excellence;- Completed tasks well;- Completed tasks;- Did not complete tasks.
Thus, compared to the current regulations in Law on Officials 2008, the Amended Law has removed the phrase "but still limited in capacity" in the classification result "Completed tasks" for civil servants.
Similarly, Clause 12, Article 1 of this Law amends and supplements Article 58 of the Law on Officials 2008 and also removes the phrase "but still limited in capacity" in the classification result "Completed tasks" for officials.
The Amended Law also emphasizes that for civil servants who do not complete tasks for 02 consecutive years, the competent agency or organization shall relieve them of their duties or dismiss them. For officials who do not complete tasks, the following actions will be taken:
- Officials who are rated as not completing tasks for 02 consecutive years will be dismissed by the competent agency, organization, or unit;- Officials holding leadership or management positions who are rated as not completing tasks for 02 non-consecutive years during their appointment period will be reassigned to other duties or not re-appointed;- Officials not holding leadership or management positions who are rated as not completing tasks for 02 out of 03 years in a non-consecutive manner in their current job position will be reassigned to a position with lower requirements.
Additionally, the Amended Law has abolished the regulation stating that officials for 02 consecutive years who completed tasks but still had limitations in capacity or for 02 consecutive years, where 01 year completed tasks but had limitations in capacity and 01 year did not complete tasks, the competent agency, organization, or unit shall reassign them to other duties.
