This is the notable content in Version 2 of the Draft Circular stipulating the nursing policies within the People's Public Security, replacing Circular 05/TT dated April 03, 1972 of the Ministry of Public Security, which is currently open for public comments.

Draft Circular on Regulations for Nursing Policies in the People's Public Security Forces
To be specific, according to this Draft, officers and soldiers of the People's Public Security Forces working under strenuous, toxic, dangerous, stressful, mobile, and sudden conditions, in contact with substances that deteriorate health; after strenuous combat operations, are entitled to nursing policies with a maximum nursing leave of 05 days, which includes public holidays, Tet holidays, weekends, excluding travel time, and not deducted from annual leave.
The nursing allowance per day is 30% of the statutory pay rate, which includes food allowance (70% of the nursing allowance, minus basic food expenses as regulated by the Ministry of Public Security) and health care costs (30% of the nursing allowance). In case of changes to the statutory pay rate or other policies, the Ministry of Public Security will provide guidance and adjustments to suit actual conditions.
According to this Draft, officers and soldiers entitled to nursing policies, who due to objective reasons cannot attend centralized nursing, will receive home nursing, with food expenses paid by the unit's financial department at 25% of the statutory pay rate. Officers and soldiers receiving nursing treatment will undergo medical examinations, treatment, health counseling combined with proper nutrition and exercise, and be guided in practicing physical therapy, qigong, meditation, yoga, herbal steaming/soaking, massage, etc.
Additionally, officers and soldiers in the following cases are also entitled to nursing policies:
- Injured, disabled, or suffering from labor accidents, illnesses that, after treatment, have not fully recovered; female workers giving birth to two or more children at once; medical facilities recommend continued functional rehabilitation and nursing for health recovery.
- With chronic illnesses, after surgery, weaken and have not fully recovered, and are unable to work normally.
- Officers eligible for retirement waiting for pension, whose health is still weak, are concluded by competent medical facilities to need nursing before retiring on pension.
In cases where officers and soldiers have not recovered after prolonged illness; female officers giving birth to two or more children at once; those injured due to labor accidents, occupational diseases, the maximum nursing leave is 10 days. For officers and soldiers who have not recovered after an illness, giving birth due to surgery, the maximum nursing leave is 7 days.
