Conditions for taking the exam

- Must have Vietnamese nationality;- Be 22 years old or older;- Submit an application; have a clear personal history;- Possess good political qualities and ethics;- Be in good health to perform duties;- Have a language proficiency certificate level B or higher in one of the following languages: English, French, Russian, Chinese, German (according to Decision 177/QD-TCBT dated January 30, 1993), or Certificate A2 (Decision 66/2008/QD-BGDDT dated December 2, 2008), or a certificate of language proficiency level 2 according to the Vietnamese Six-level Language Proficiency Framework (Circular 01/2014/TT-BGDDT) or equivalent certificate (A2 certificate according to the European Common Framework, IELTS 4.5, TOEFL® iBT 32, TOEFL cBT (Computer Based) 127, TOEFL pBT (Paper Based) 400, TOEIC 381);- Have an office computing certificate or a computer proficiency certificate level A or higher or a computer proficiency certificate meeting the basic information technology skills standard according to Circular 03/2014/TT-BTTTT;- Possess a university degree or higher with a major suitable to the job position requirements.

Priority for additional points for the following subjects

- 30 points for Heroes of the Armed Forces, Labor Heroes, war invalids, people receiving policies like war invalids;- 20 points for ethnic minorities, military officers, police officers, professional soldiers, persons working in cipher work transferred to civilian work, children of martyrs, children of war invalids, children of sick soldiers, children of people receiving policies like war invalids, children of revolutionary activists before the general uprising (before August 19, 1945), biological children of those who engaged in resistance affected by chemical poisoning, children of Heroes of the Armed Forces, children of Labor Heroes;- 10 points for those who completed military service, fixed-term service in the police force, youth volunteers, young intellectuals volunteering for rural, mountainous development for at least 24 months who have completed their tasks.

Application dossier

Applicants must submit 2 sets of exam application dossiers to the recruiting unit, including:

- Application form for taking the exam (according to the template);- Personal background declaration;- Copies of birth certificate, diplomas, training certificates, academic transcripts;- Health certificate;- Certificate of belonging to priority categories in recruitment (if any);- 02 envelopes with stamps clearly stating the recipient's address and 2 4x6 cm portrait photos on a white background.

Note: Each candidate is only allowed to register for the exam at 1 recruiting unit with official recruitment quotas. If the applicant submits applications to more than 1 unit, their names will be removed from the examination list, or their exam results will be canceled, and the paid application fees will not be refunded.

Exam fee: 400,000 VND/candidate.

Form and content of the exam:

- General knowledge subject: Written exam - 180 minutes;- Professional subject: Written exam - 180 minutes and a multiple-choice test on paper - 45 minutes;- Foreign language subject (level B, candidates may select English, French, Russian, German, or Chinese): Written exam 90 minutes;- Computing subject (level A): Multiple-choice exam on paper - 45 minutes.

Cases of exemption from foreign language and computing exams

Applicants are exempted from certain subjects in the official recruitment exam as follows:

Exemption from foreign language exam if the professional subject is not a foreign language and one of the following conditions is met:

- Possess a university or postgraduate degree in a foreign language;- Possess a university or postgraduate degree from a foreign country or a university or post-graduate degree from a training institution in Vietnam that teaches in a foreign language (with the condition that the foreign language taught is one of the five languages: English, French, Russian, German, Chinese).

Exemption from the office computing exam if possessing a graduation certificate from intermediate level or higher in information technology or computer science.
