Criteria and conditions for examination or promotion; The content, form and determination of the successful candidates in the examination for promotion to the professional title of lecturers in pedagogical colleges are specified in detail at Circular 31/2021/TT-BGDĐT of Vietnam (effective from December 26, 2021).

Conditions for examination or consideration for promotion of professional titles in Vietnam
* Conditions for examination or consideration for promotion of Class III lecturers to Class II:
Teaching officers in pedagogical colleges may register to take the exam or consider for promotion to the professional title of main teacher college of pedagogy (class II), code V.07.08.21 when they fully meet the criteria, following conditions:
(1) Colleges of pedagogy that have needs and are sent by competent authorities to participate in exams or consider promotion.
(2) Holding the professional title of lecturer in a pedagogical college (class III), code V.07.08.22.
(3) Being classified as having successfully completed tasks or higher in the working year preceding the year of taking the exam or considering promotion to the professional title of lecturer at a major pedagogical college (class II), code V .07.08.21;
Having good political qualities and professional ethics; not within the time limit for disciplinary action, not during the implementation of regulations related to public employee discipline specified in Article 56 of the Law on Public Employees as amended and supplemented in Clause 8, Article 2 of the Law on Amendments and Supplements a number of articles of the Law on Cadres and Public Officials and the Law on Public Employees of Vietnam
(4) Having the capacity, professional qualifications and skills to take on the job title of a main teacher's college lecturer (class II), code V.07.08.21.
(5) Satisfy the standard requirements on training and retraining qualifications and professional and professional capacity of the standard professional title of lecturers of major pedagogical colleges (class II), code V.07.08. 21 specified in Clauses 2 and 3, Article 5 of Circular 35/2020/TT-BGDDT.
If the public employee is eligible for exemption from the foreign language and computer science test as prescribed in Clauses 6 and 7, Article 39 of Decree No. 115/2020/ND-CP of Vietnam, he/she must satisfy the requirements on foreign language and informatics standards of his/her position. Vocational list for the examination or consideration for promotion of the main pedagogical college lecturer (class II), code V.07.08.21.
(6) Satisfy the requirements for the minimum working period of holding the professional title of lecturer in a pedagogical college (class III), code V.07.08.22 or equivalent as prescribed at Point g, Clause 3, Article 5 Circular 35/2020/TT-BGDDT, specifically:
At least full 09 years for people with university degrees; full 06 years for master degree holder; in which, must have at least 01 year (full 12 months) holding the title of lecturer in a pedagogical college (class III) by the end of the deadline for submitting the application for examination or consideration for promotion.
* Conditions for examination or consideration for promotion of Class II lecturer CDNN to Class I:
Teaching officers in colleges of pedagogy may register for examination or consider for promotion to the professional title of senior teacher of pedagogy colleges (class I), code V.07.08.20 when they fully meet the criteria, the following conditions:
(1) Colleges of pedagogy that have needs and are sent by competent authorities to participate in exams or consider promotion.
(2) Holding the professional title of lecturer at the main pedagogical college (class II), code V.07.08.21.
(3) Being rated at the level of completing tasks well or higher in the working year preceding the year of taking the exam or considering promotion to the professional title of lecturer at a senior pedagogical college (class I), code No. V.07.08.20;
Having good political qualities and professional ethics; not within the time limit for disciplinary action, not during the implementation of regulations related to public employee discipline specified in Article 56 of the Law on Public Employees as amended and supplemented in Clause 8, Article 2 of the Law on Amendments and Supplements a number of articles of the Law on Cadres and Public Officials and the Law on Public Employees.
(4) Having the capacity, professional qualifications, and skills to take on the job title of a lecturer at a senior pedagogical college (class I), code V.07.08.20.
(5) Satisfying the standard requirements on training and retraining qualifications and professional and professional competence of the professional title standards of lecturers of advanced pedagogical colleges (class I), code V.07.08 .20 specified in Clauses 2 and 3, Article 6 of Circular 35/2020/TT-BGDĐT of Vietnam.
If the public employee is eligible for exemption from the foreign language and computer science test as prescribed in Clauses 6 and 7, Article 39 of Decree No. 115/2020/ND-CP of Vietnam, he/she must satisfy the requirements on foreign language and informatics standards of his/her position. (6) Satisfy the requirements for minimum working time holding the professional title of lecturer at a major pedagogical college (class II), code V.07.08.21 or equivalent as prescribed at Point g, Clause 3, Article 6 Circular 35/2020/TT-BGDDT, specifically:
At least full 06 years, of which at least 01 year (full 12 months) is required to hold the title of main teacher of a pedagogical college (grade II) by the end of the deadline for submitting the application for examination or consideration for promotion. .
The form of consideration for promotion in Vietnam
The form of consideration for promotion includes reviewing the application file according to Article 36 of Decree 115/2020/ND-CP of Vietnam, assessing the satisfaction of the above-mentioned promotion criteria and conditions corresponding to the professional title registered for the promotion consideration; In which, points for converting professional and professional results are calculated and done through 02 (two) steps as follows:
Step 1: Review the application file and evaluate the satisfaction of the above general criteria and conditions for promotion consideration corresponding to the professional title registered for promotion consideration;
Step 2: Calculating points to convert professional performance results of the candidate to meet the general standards and conditions of the professional title considered for promotion in Step 1, perform scoring according to regulations in Article 8 and the Appendix issued together with Circular 31/2021.

Content of consideration for promotion in Vietnam
Contents of consideration for promotion include assessing the satisfaction of the requirements on standards and conditions of the professional title to be considered for promotion; in which the results of professional and professional activities are performed according to the provisions of Article 8 and the Appendix issued together with Circular 31/2021 of Vietnam
Determining the successful candidate in the promotion consideration in Vietnam
- The person who is selected in the promotion review for the professional title of lecturer in the main pedagogical college (class II), code: V07.08.21 is an officer who is determined by the Promotion Council to meet the criteria and conditions in the then the score of professional performance results, converted to a minimum of 2.0 points and taken in order of points from high to low within the scope of the assigned career title promotion target.
- The person who is selected in the promotion examination for the professional title of lecturer at a senior pedagogical college (class I), code: V07.08.20 is an officer who is determined by the Promotion Council to meet the criteria and conditions, in which the score for the result of professional and professional activities is at least 4.0 points and is taken in order from high to low within the assigned career title promotion target.
Some note:
- For a narrow school with 02 (two) people or more with equal points of professional performance results in the final criterion, the successful candidates will be determined in the order of priority as follows:
+ Officials are female;
+ Officials are ethnic minorities;
+ Officials have more working time;
+ Older officials (calculated by day, month, year of birth).
- Do not reserve the results for the next career title promotion review.
