This is a requirement set forth in Guidance 2965/HD-BNV regarding the handling of cases of violations in the recruitment of officials and public employees, issued on June 15, 2020.

According to Guidance 2965/HD-BNV, the Ministry of Home Affairs guides the handling of cases with violations in the recruitment work of officials and public employees as follows:
- Review the standards, conditions, processes, and recruitment procedures for officials and public employees under the management authority (including cases recruited before June 2012) to ensure conformity with the requirements of the Communist Party, law, and promptly handle violations in the recruitment of officials and public employees according to Conclusion 71-KL/TW and Guidance 2965/HD-BNV; at the same time, review, clarify responsibilities and strictly handle according to the regulations of the Communist Party, and the law for party committees, party organizations, agencies, units, collective leaderships, and individuals involved.
- In cases where officials and public employees have transferred across multiple agencies and units and violations in previous recruitment are discovered, the managing agency of those officials and public employees will consider and handle in accordance with regulations.
- In cases where officials and public employees are considered and handled by the competent authorities without revoking the recruitment decision, related decisions regarding personnel after recruitment are maintained.
- In cases where officials and public employees’ recruitment decisions are revoked or canceled, decisions regarding those officials and public employees’ personnel matters after recruitment are also revoked or canceled. However, the managing agency will not require repayment of salaries, allowances, and other policies received by those officials and public employees since recruitment in accordance with regulations.
- Cases where violations in recruitment were concluded before March 24, 2020, and the competent authorities have revoked the recruitment decisions previously are not reconsidered.
- The review and rectification of violations in the recruitment of officials and public employees must be completed before December 31, 2020. After this deadline, any cases with recruitment violations that have not completed the necessary standards, conditions, processes, or procedures, or newly discovered violations must have their recruitment decisions revoked and the relevant organizations and individuals strictly handled according to legal regulations.
