Recently, the Ministry of Justice issued Decision 1003/QD-BTP on the promulgation of the Plan to organize the promotion examination for officials, administrative public employees in 2019, and the promotion examination for lecturers to senior lecturers of the Ministry of Justice.

The plan issued along with this Decision specifically stipulates the subjects, conditions, and criteria for the official rank promotion exam in 2019 under the Ministry of Justice as follows:
1. For the promotion exam from staff, officer to specialist
* Exam Candidates
Officials identified under the provisions of Decree 06/2010/ND-CP and Circular 08/2011/TT-BNV, currently holding the rank of staff, officer, or equivalent in units under and affiliated with the Ministry of Justice, who meet the conditions and criteria for promotion to specialist as regulated.
* Exam Conditions
- Capable of handling or currently working in a position suited to the responsibilities and duties of a specialist as stipulated in Circular 11/2014/TT-BNV and Circular 05/2017/TT-BNV amending and supplementing some provisions of Circular 11/2014/TT-BNV;
- Evaluated and classified as having completed tasks well in the year preceding the year of the promotion exam; having good political and ethical qualities; not being under disciplinary action or subject to consideration of disciplinary action by a competent authority;
- Having held the rank of staff or equivalent for at least 5 years (60 months) or the rank of officer, specialist college, or equivalent for at least 3 years (36 months).
* Exam Criteria
- Holding a university degree or higher in a field relevant to the sector or the official's work area;
- Having a certificate in state management operations for the specialist rank, or a university degree in public administration, or a master's in public administration, or a doctorate in public administration;
- Possessing a foreign language certificate equivalent to level 2 in the Vietnamese language competency framework as regulated in Circular 01/2014/TT-BGDDT, or a certificate in ethnic minority language training issued by an authorized training institution for officials working in ethnic minority regions;
- Holding a certificate in information technology with proficiency in basic information technology skills as regulated in Circular 03/2014/TT-BTTTT or an equivalent information technology application certificate.
2. For the promotion exam from specialist to senior specialist
* Exam Candidates
Officials identified under the provisions of Decree 06/2010/ND-CP and Circular 08/2011/TT-BNV, currently holding the rank of specialist or equivalent in units under and affiliated with the Ministry of Justice, who meet the conditions and criteria for promotion to senior specialist as regulated.
* Exam Conditions
- Capable of handling or currently working in a position suited to the responsibilities and duties of a senior specialist as stipulated in Circular 11/2014/TT-BNV and Circular 05/2017/TT-BNV amending and supplementing some provisions of Circular 11/2014/TT-BNV;
- Evaluated and classified as having completed tasks well in the year preceding the year of the promotion exam; having good political and ethical qualities; not being under disciplinary action or subject to consideration of disciplinary action by a competent authority;
- Officials applying for the senior specialist promotion exam must have led or participated in drafting or appraising at least one legal document or project, scheme, project, or scientific research program at the ministries and central authorities or provincial, district levels that the employing agency is assigned to lead or research; approved or accepted. To be specific: as follows:
+ Having a decision by the competent authority to participate in the drafting committee or editorial team for the legal document that the agency where the official works is tasked with leading or researching and has been approved by the competent authority. In case of participating in document drafting where the Law on Promulgation of Legal Documents does not require the employing agency to establish a drafting committee or editorial team, there must be a document assigning the task of leading or participating in drafting by the competent authority;
+ Having a decision by the competent authority to participate in the steering committee, editorial committee, drafting committee, or working group in charge of editing, compiling projects, programs, or projects at the ministries, sectors, or provincial, district levels that the employing agency is responsible for leading or researching, and has been approved or accepted by the competent authority;
+ Having a written assignment by the competent authority to lead or participate in drafting evaluation reports, verifying, and editing legal documents, including: drafts of laws, resolutions of the National Assembly, draft ordinances, resolutions of the Standing Committee of the National Assembly; orders, decisions of the President; decrees of the Government of Vietnam, decisions of the Prime Minister of the Government of Vietnam; resolutions of the Provincial or District People's Council, and decisions of the Provincial or District People's Committee.
- Having experience in the field of public administration, public service, or leadership and management activities. Officials applying for the senior specialist promotion exam must have held the specialist or equivalent rank for at least 9 years (excluding probationary or apprentice period), including a minimum period of 1 year (12 months) as a specialist.
* Exam Criteria
- Holding a university degree or higher in a field relevant to the sector or the official's work area;
- Having a certificate in state management operations for the senior specialist rank or a higher degree in political-administrative theory, a master's in public administration, or a doctorate in public administration;
- Possessing a foreign language certificate equivalent to level 3 in the Vietnamese language competency framework as regulated in Circular 01/2014/TT-BGDDT, or a certificate in ethnic minority language training issued by an authorized training institution for officials working in ethnic minority regions;
- Holding a certificate in information technology with proficiency in basic information technology skills as regulated in Circular 03/2014/TT-BTTTT or an equivalent information technology application certificate.
3. For the promotion exam from accountant to chief accountant
* Exam Candidates
Officials identified under the provisions of Decree 06/2010/ND-CP and Circular 08/2011/TT-BNV, currently holding the rank of accountant in units under and affiliated with the Ministry of Justice, who meet the conditions and criteria for promotion to chief accountant as regulated.
* Exam Conditions
- Capable of handling or currently working in a position suited to the responsibilities and duties of a chief accountant as stipulated in Circular 77/2019/TT-BTC;
- Evaluated and classified as having completed tasks well in the year preceding the year of the promotion exam; having good political and ethical qualities; not being under disciplinary action or subject to consideration of disciplinary action by a competent authority;
- During the time holding the rank of accountant or equivalent, the official must have led or participated in drafting at least one (1) legal document or project, scheme, research program at the ministries and central authorities, or provincial, district levels in the field of finance, accounting; approved or accepted. To be specific:
+ Having a decision by the competent authority to participate in the drafting committee or editorial team for the legal document and has been approved by the competent authority. In case of participating in document drafting where the Law on Promulgation of Legal Documents does not require the formation of a drafting committee or editorial team, there must be a document assigning the task of leading or participating in drafting by the competent authority;
+ Having a decision by the competent authority to participate in the steering committee, editorial committee, drafting committee, or working group in charge of editing, compiling projects, programs, or provincial, district levels, and have been approved or accepted by the competent authority.
- Having experience in the field of public administration, public service, or leadership and management of accounting tasks. Officials applying for the chief accountant promotion exam must currently hold the rank of accountant and have held the rank of accountant or equivalent for at least 9 years (excluding probationary or apprentice period), including a minimum period of 1 year (12 months) recently as an accountant.
* Exam Criteria
- Holding a university degree or higher in accounting, auditing, or finance;
- Having a certificate in the senior accountant training program;
- Possessing a foreign language certificate equivalent to level 3 in the Vietnamese language competency framework as regulated in Circular 01/2014/TT-BGDDT, or a certificate in ethnic minority language training issued by an authorized training institution for officials working in ethnic minority regions;
- Holding a certificate in information technology with proficiency in basic information technology skills as regulated in Circular 03/2014/TT-BTTTT or an equivalent information technology application certificate.
Expected Examination Date: July and August 2020 (if the pandemic is not yet over and the Prime Minister of the Government of Vietnam does not permit, the examination date may be postponed).
