The Minister of Culture, Sports, and Tourism promulgated Circular 09/2022/TT-BVHTTDL dated October 28, 2022, stipulating codes, standards for professional titles, and salary classifications for fine arts officials.

Circular 09/2022/TT-BVHTTDL stipulates the principles and salary classification of painter's professional titles as follows:

1. The principle of salary classification of a painter's professional title in Vietnam

The principles of salary grading for artist professional titles are specified in Article 8 of Circular 09/2022/TT-BVHTTDL as follows:

- The appointment and classification of salary into the professional title of the public servant specialized in fine arts specified in this Circular must be based on the employee's job position, responsibilities, duties, and expertise. .

- When appointing and assigning salaries to the respective professional titles of public employees in the fine arts industry, they must not combine salary increases or promotions of public employees' professional titles.

2. Methods of ranking the salary of painter's professional title in Vietnam 

The salary arrangement for the painter's professional title is specified in Article 9 of Circular 09/2022/TT-BVHTTDL as follows:

- The professional titles of painters are applied Table 3 (Professional and professional salary table for cadres and public employees in non-business units of the State) promulgated together with Decree 204/2004/ND-CP, specifically as follows:

+ The professional title of painter class I is applied from the salary coefficient 6.20 to the salary coefficient 8.00;

+ The professional title of painter class II is applied from salary coefficient 4.40 to salary coefficient 6.78;

+ The professional title of painter class III is applied from a salary coefficient of 2.34 to a salary coefficient of 4.98;

+ The professional title of painter class IV is applied from a salary coefficient of 1.86 to a salary coefficient of 4.06.

- After the probationary period has expired as prescribed and the competent authority managing public employees decides to appoint the professional title of the fine art public employee, the salary rank in the appointed professional title shall be made as follows: after:

+ In case of recruiting public employees with doctoral training qualifications, suitable for the job position to be recruited, appointed to the professional title of class III painter: rank 3, salary coefficient 3.00, grade A1 public servant;

+ In case of recruiting a public employee with a master's degree, suitable for the job position to be recruited, who is appointed to the professional title of a class III painter: rank 2, salary coefficient 2.67, grade A1 public servant;

+ In case of recruiting public employees with university training qualifications suitable to the job position to be recruited, they are appointed to the professional title of class III painter: rank 1, salary coefficient 2.34, public officer grade A1;

+ In case of recruiting public employees with college training qualifications suitable to the job position to be recruited, they are appointed to the professional title of class IV painter: rank 2, salary coefficient 2.06, grade B public servant;

+ In case of recruiting public employees with intermediate training qualifications suitable to the job position to be recruited, they are appointed to the professional title of class IV painter: rank 1, salary coefficient 1.86, rank of public employees grade B.

- The change of salary arrangement for public employees from the current professional title to the professional title in fine arts shall comply with the guidance in Section II of Circular 02/2007/TT-BNV.

Circular 09/2022/TT-BVHTTDL takes effect as of December 15, 2022, and replaces Joint Circular 07/2016/TTLT-BVHTTDL-BNV.
