What are the latest regulations on standards of each tittles of commune-level officials in Vietnam? - Thanh Binh (Vinh Long)
On June 10, 2023, the Government of Vietnam issued Decree 33/2023/ND-CP stipulating cadres and civil servants at commune level and part-time workers at commune level, in villages and residential groups (effective as of August 1, 2023).
Regulations on commune-level cadre tittles and standards for each of the tittles in Vietnam are as follows:
Tittles of commune-level officials in Vietnam
Commune officials have the following tittles:
- Secretary, Deputy Secretary of the Party Committee;
- Chairman, Vice Chairman of the People's Council;
- Chairman, Vice Chairman of the People's Committee;
- Chairman of Vietnam Fatherland Front Committee;
- Secretary of Ho Chi Minh Communist Youth Union;
- President of Vietnam Women's Union;
- Chairman of the Vietnam Farmers' Association (applicable to communes, wards and townships engaged in agricultural, forestry, fishery and salt production activities and organized by the Vietnam Farmers' Association);
- President of Vietnam Veterans Association.

Standards for each tittles of commune-level officials in Vietnam
(1) Criteria of the Secretary, Deputy Secretary of the Party Committee:
- Age: When holding a position for the first time, you must be of working age for at least one full term (60 months), in special cases under the decision of the agency competent to manage cadres;
- General education level: Graduated from high school;
- Qualifications and professional qualifications: University graduate or higher. If the Party's Charter contains provisions different from those in this Decree, the provisions of the Party's Charter shall apply;
- Level of political theory: High school diploma or equivalent or higher. If the Party's Charter contains provisions different from those in this Decree, the provisions of the Party's Charter shall apply;
- Other standards as prescribed by the Party and competent agencies managing cadres.
(2) Standards of the President of the Vietnam Fatherland Front Committee, Secretary of the Ho Chi Minh Communist Youth Union, President of the Vietnam Women's Union, President of the Vietnam Farmers' Union, Chairman of the Vietnam Veterans Association at commune level:
- Age: According to the provisions of the law, the organization's charter, and the regulations of the central socio-political organization.
- General education level: Graduated from high school;
- Qualifications and professional qualifications: University graduate or higher. If the law or the organization's charter contains provisions different from those in this Decree, the provisions of such law or charter shall apply;
- Level of political theory: High school diploma or equivalent or higher. If the law or the organization's charter contains provisions different from those in this Decree, the provisions of such law or charter shall apply;
- Other standards according to the regulations of the Party, socio-political organizations at the central level, and agencies competent to manage cadres.
(3) Criteria of the President, Vice President of the People's Council; Chairman, Vice Chairman of the People's Committee:
- Age: When holding a position for the first time, you must be of working age for at least one full term (60 months), in special cases under the decision of the agency competent to manage cadres;
- General education level: Graduated from high school;
- Qualifications and professional qualifications: University graduate or higher. If the law contains provisions different from those in this Decree, the provisions of that law shall apply;
- Level of political theory: High school graduate or equivalent or higher;
- Other standards as prescribed by the Law on Organization of Local Government, relevant laws, regulations of the Party and competent agencies managing cadres.
Note:
- Provincial-level People's Committees shall specify standards of professional qualifications from intermediate to higher for commune-level officials working in communes, wards, and townships in mountainous and highland areas. border, islands, island communes, deep-lying and remote areas, ethnic minority areas, and areas with extremely difficult socio-economic conditions.
- Based on the standards of each commune-level cadre position specified in this Article, the provincial-level People's Committee shall prescribe specific criteria for each commune-level cadre position to suit the characteristics of each commune-level cadre position and the requirements to perform tasks at each commune level, but must ensure that they are not lower than the standards specified above.
