Instruction on the Implementation of Conclusion No. 13 on Determining the Age of Party Members

The Central Organization Committee has issued Official Dispatch No. 1901-CV/BTCTW providing guidance on implementing Conclusion No. 113-TB/TW of the Secretariat on determining the age of party members.

In recent years, the adjustment of the ages of certain officials and Communist Party members, particularly during the preparation for Communist Party congresses, elections of the National Assembly, People's Councils, People's Committees at all levels, or when considering planning, promotion, appointment, nomination of candidates for officials, and when officials are approaching retirement age... has caused difficulties, entanglements, and inconsistencies for party organizations and units at all levels in personnel work; concurrently, it has created unfavorable public opinion among officials, party members, and the public.

To ensure the principle of the Communist Party's unified leadership in personnel work and the management of officials in accordance with the Party's Charter, while promoting the leading and exemplary role of party members, fulfilling the oath upon joining the Communist Party, and promptly rectifying the aforementioned situation, at the meeting on August 16, 2016, after considering the proposals from relevant authorities on viewpoints, policies, and methods of age determination for officials and party members, the Secretariat discussed, analyzed, and issued Notice No. 13-TB/TW dated August 17, 2016, regarding the age determination of party members as follows:

From August 18, 2016, the age of party members will not be adjusted but will be uniformly determined according to the age stated in the original Party Member Record at the time of their admission to the Communist Party. This serves as the basis for authorities and competent party organizations to consider when planning, appointing, nominating candidates, assigning, utilizing, and implementing policies for party member officials.

On August 25, 2016, the Office of the Government of Vietnam also issued Official Dispatch 7066/VPCP-TCCV directing ministries, ministerial-level agencies, government-attached agencies, and People's Committees of provinces and centrally-run cities on age determination for party members with the same content.

To ensure the implementation of the content in Guidance No. 01-HD/TW dated September 20, 2016, the Secretariat provided specific guidelines on implementing the Party Charter, which also stipulated “From August 18, 2016, the age of party members will not be adjusted; the age of party members will be uniformly determined according to the age stated in the original Party Member Record at the time of their admission to the Communist Party.” Subsequently, the Central Organization Department issued Official Dispatch 1901-CV/BTCTW guiding the implementation of Conclusion No. 13 by the Secretariat on the age determination of party members as follows:

- In cases where the age recorded in the official’s personnel record or other related documents does not match the original Party Member Record, during personnel processes such as planning, appointment, nomination of candidates, assigning, utilizing, and implementing policies for officials and public employees who are party members, the age recorded in the original Party Member Record at the time of their admission to the Communist Party must be uniformly and seriously used as a basis in compliance with the Guidance on implementing the Party Charter (Guidance No. 01-HD/TW, dated September 20, 2016) and Notice Conclusion No. 13-TB/TW, dated August 17, 2016, of the Secretariat.- For cases where competent authorities have agreed to adjust civil status, change the age before August 18, 2016, ensuring compliance with the Communist Party and state laws, retrospective review is not required; except in cases where violations are detected during the adjustment process.

In the course of implementation, if any issues arise, consult the Central Organization Department for coordinated resolution.
