Principles of inspection and supervision of communist discipline

According to Article 2 of the Decision No. 22-QD/TW dated July 28, 2021 on inspection, supervision and disciplinary actions of the Communist Party, it provides for the following principles for inspection, supervision and discipline of the Communist Party:

- Inspection and supervision functions of the Party Communist Party organizations shall conduct inspection and supervision. Party organizations and party members shall conduct self-examination.

- Superior party organizations shall inspect and supervise inferior party organizations and party members. Communist Party organizations and party members shall conduct inspection and supervision as assigned by competent party organizations.

- The inspection and monitoring must promptly detect the new factor, actively promote it, protect the right arm, well protect the people, thoughtful and demonstrative cadres, take responsibility and expel the breakthrough for the common interest; take the initiative in early detection to prevent, stop and remedy the shortcomings and violations of the Party and the Party members right after the new jam is detected, do not let the minor achievement is detected. When the violation cases are detected, the disciplined decisions must be taken in a strict and prompt manner for intimidation and education.

- Comply with principles, processes, procedures, competence and work methods as prescribed by the Communist Party; be proactive, timely, democratic, objective, impartial, careful, strict, accurate and strict.

- All Party organizations and party members are equal before the discipline of the Party and are subject to the examination, supervision and discipline of the Party without exceptions.

- Principles, order, procedures and competence to enforce discipline of the Communist Party are prescribed in the Charter of the Communist Party, regulations and guidelines of the Central Executive Committee, Politburo, Secretariat and Central Inspection Commission. All Party organizations and party members must comply with to ensure the implementation of discipline on Party organizations and party members are uniformly, strictly, fairly, precisely and promptly.

Accordingly, the inspection and supervision of the Communist Party shall be carried out according to the principle that the higher-level management authority of the inferior level is advised. All Party organizations and party members are equal before the discipline of the Party without exceptional cases.

Inspection and supervision of discipline for party members and communist organizations

Ministerial-level spending tasks in the inspection and supervision of the Communist Party

Pursuant to Article 7 of the Decision No. 22/QD-TW dated July 28, 2021 on inspection, supervision and disciplinary actions of the Communist Party on ministerial-level tasks as follows:

- Developing plans and conducting inspection and supervision of the Communist Party members in the entities performing their tasks Concentrating on inspecting the implementation of the resolution of the ministry, the task assigned by the ministry and stipulating the responsibility to raise the example and unemployed Party members.

- Settle denunciations and conduct audits whenever there is any sign of violations committed by Party members in the ministry regarding implementation of assigned tasks; in terms of quality, morality and lifestyle; in relation to fulfillment of tasks assigned by the superior Party.

Accordingly, the level of expenditure is responsible for planning and inspecting the supervision of Communist Party members that are performing their tasks. In addition, the Party members are entitled to settle denunciations and conduct inspection upon detecting signs of violation by the Party.
