Increasing the Maximum Daily Care Benefits for the People's Public Security Force in Vietnam to VND 640,000/day

The second draft of the regulation on daily care benefits in the People's Police force in Vietnam, replacing Circular 05/TT dated April 3, 1972, of the Ministry of Public Security, has increased the training and development benefits for officers and soldiers of the People's Police force of Vietnam. It is currently open for feedback and contributions.

Draft Circular stipulating daily care benefits in the People's Public Security in Vietnam

To be specific, the Draft Circular proposes the following daily care benefits for officers and soldiers of the People's Public Security in Vietnam:

The daily care benefit is equivalent to 30% of the statutory pay rate. In cases where injuries are sustained from occupational accidents or occupational diseases, the benefit is 40% of the statutory pay rate.

Currently, the statutory pay rate is 1,490,000 VND/month; thus, the daily care benefit will be 447,000 – 596,000 VND/month. From July 1, 2020, the statutory pay rate will increase to 1,600,000 VND; at that time, the daily care benefit will be 480,000 – 640,000 VND/day.

The daily care benefit includes meal expenses (equivalent to 70% of the daily care benefit, minus the basic meal expenses as stipulated by the Ministry of Public Security) and health care expenses (equivalent to 30% of the daily care benefit).

In cases where officers and soldiers are eligible for nursing but cannot participate in centralized nursing due to objective conditions, they can receive nursing at home, with meal expenses paid by the financial unit at 25% of the statutory pay rate.

Additionally, officers and soldiers who participate in daily care can undergo medical examinations, treatments, health consultations combined with nutrition and reasonable exercise, guidance on Tai Chi, Qigong, meditation, yoga, herbal saunas/soaks, massage, etc.

According to the Draft Circular, the nursing leave period does not count against the annual leave period, including holidays, Tet holidays, and weekly days off, excluding travel time. Depending on the case, the nursing leave days will vary, specifically:

- Level 1: A maximum of 10 days for officers and soldiers whose health has not recovered after a long-term illness; women who give birth to more than one child at a time; individuals injured from occupational accidents or occupational diseases.

- Level 2: A maximum of 07 days for officers and soldiers whose health has not recovered after an illness, post-surgery childbirth.

- Level 3: A maximum of 05 days for other cases.
