The statutory pay rate for officials will be adjusted to increase from 1.21 VND/month to 1.3 VND/month effective from July 1, 2017.
Resolution 27/2016/QH14, passed by the National Assembly of the Socialist Republic of Vietnam, 14th Legislature, 2nd Session on November 11, 2016, once again addresses the adjustment of statutory pay rate for officials and public employees, salary recipients, allowances, and workers.
In this Resolution, the Standing Committee of the National Assembly assigned the Government of Vietnam to adjust the statutory pay rate from VND 1.21 million/month to VND 1.3 million/month; along with adjusting the increase in pensions, social insurance allowances, and preferential allowances for those who rendered services to the country equivalent to the increase in the statutory pay rate from July 1, 2017.
Ministries, central, and local agencies, based on the state budget estimates allocated to them, will balance their own sources to allocate for the increase in the statutory pay rate.
The central budget ensures funding for the adjustment of pensions, social insurance allowances, and preferential allowances for such services; partially supports the additional salary increase for some localities with budget difficulty unable to balance resources as regulated by the Government of Vietnam.
Thus, the upcoming increase in the statutory pay rate will be the basis for increasing salaries, allowances, and other policies for officials and workers. Specifically:
- Calculating the salary levels in the salary tables, and allowances for the following subjects:- Officials, civil servants as per the provisions of Law on Officials and Public Employees 2008;- Public employees in public service providers as per the provisions of Law on Public Employees 2010;- People working under labor contract policies ranked by salary according to Decree 204/2004/ND-CP;- People working in established positions in associations supported by the state budget as specified in Decree 45/2010/ND-CP;- Officers, professional soldiers, non-commissioned officers, conscripts, defense employees, and contracted workers in the Vietnam People's Army;- Officers, salaried non-commissioned officers, conscripts, police workers, and contracted workers in the People's Public Security;- People working in cipher organizations;- Non-specialized activists at the commune level, in hamlets, and residential groups.- Increasing operational expenses, and living expenses;- Increasing other deductions and policies.
