This is a notable content of the 2nd Draft Circular on recruitment in the People's Public Security which has been posted for comments since January 09, 2020, expected to be effective on March 01, 2020, and will replace Circular 15/2016/TT-BCA.

To be specific:, according to this Draft, the subjects eligible for applying for formal university education in the People's Public Security for those who have graduated from high school or equivalent include:
- Public Security officers;
- Non-commissioned public security officers who have served for 12 months or more; citizens who have completed their service in the People's Public Security or completed military service in the People's Army within no more than 12 months from the date of discharge to the month of preliminary assessment (March);
- Citizens with permanent residence registration at the location of the preliminary assessment (excluding the aforementioned subjects).
In particular, applicants must ensure that they meet the admission conditions as stipulated by the Ministry of Education and Training. Additionally, their academic performance in high school and equivalent must be at least average (as per academic records). Each subject within the admission combination for Public Security schools must achieve a minimum score of 6.5 (six point five). Specifically, for Public Security officers; non-commissioned public security officers who have served for 12 months or more; and citizens who have completed their service in the People's Public Security or completed military service in the People's Army within no more than 12 months from the date of discharge to the month of preliminary assessment (March), the average score across subjects within the admission combination must be at least 6.5 (six point five).
It is evident that, compared to the current regulations in Circular 15/2016/TT-BCA, the Draft imposes stricter conditions on the cultural qualifications for new formal university admissions for those who have graduated from high school. Currently, Circular 15 does not specify that each subject within the admission combination for Public Security schools must achieve a minimum score of 6.5, but only requires that the academic performance in high school must be at least average (according to academic records).
Additionally, the Draft also stipulates that applicants for formal university education in the People's Public Security for those who have graduated from high school must have the capability to remain calm, be agile, have good memory, logical thinking, and other qualities (if any) as required by each operational unit within the People's Public Security. (This is a completely new condition added in this Draft)
