Hanoi-Vietnam: Newest guidance on assessment and grading of officials and public employees in 2017

The Vietnam Ministry of Labor, Invalids and Social Affairs has just issued Official Dispatch 4978/LD-TBXH-TCCB providing guidance on the assessment and grading of officials and public employees and employees.

The assessment and grading of officials, public employees, and employees in Vietnam are guided through the following steps:

Step 1

Step 2

Organize a meeting to comment and contribute opinions in the following order

 

For the unit that does not have a division-level structure

For the unit with Department, Faculty structure and equivalent

The head of the unit convenes and chairs the plenary meeting of the officials and public employees and its employees:

- Head, Deputy Head of the unit, officials, public employees, and employees present a report on self-assessment of work results.

- Members participating in the meeting have comments on the self-assessment of the Head, Deputy Head of the unit, officials, public employees, and employees according to the contents of the grading assessment (note: the comments at the meeting are recorded in the minutes and approved at the meeting).

Leaders of the unit assigned to convene and chair the meeting of all officials, public employees, and employees of the Department to comment and make suggestions to the Head of the Department, Deputy Head of the Department, officials, public employees, and employees of the Department:

- Head of Departments, Deputy Head of Departments, officials, public employees, and employees present self-assessment reports.

- Participating members have comments on the self-assessment according to the evaluation and grading contents (note: the comments are recorded in the minutes and approved at the meeting).

- The Head of the Division shall be responsible for summarizing and recording the opinions of the collective at Point 1, Section III and the comments of individuals at Point 2, Section III, Form No. 02, 03 of Decree 56 for the Deputy Head of the Division, officials, public employees, and employees of the Division assigned to directly manage.

CPV committees at the same level have written opinions on officials and public employees and employees who are assessed and graded (only applicable to officials and public employees holding leading and managerial positions).

The head of the unit convenes and chairs the meeting including the Head, Deputy Head, Head of Departments of the unit, representatives of the CPV committee, Trade Union and Youth Union to comment and give comments to the Head, Deputy Head of the unit and Head of Departments:

The head, Deputy Head of the unit and Head of Departments shall present reports on self-assessment of results according to their assigned tasks.

- Participating members contribute their opinions (comments are recorded in the minutes and approved at the meeting).

The Deputy Head of the unit is responsible for summarizing and recording the opinions of the collective at Point 1, Section III and individual comments at Point 2, Section III, Form No. 02, 03 of Decree 56 for officials, public employees, and employees assigned to directly manage.

CPV committees at the same level have written opinions on officials and public employees and employees who are assessed and graded (only applicable to officials and public employees holding leading and managerial positions).

The head of the unit consults at the above meeting (summarized into a record), decides on assessment and grading for the Deputy Head of the unit, officials, public employees, and employees and writes in Section IV of form No. 02, 03 of Decree 56 (note for Deputy Head of the unit, The head of the unit additionally writes at Point 1, Section III, form No. 02, 03 of Decree 56.

The deputy head of the unit is responsible for summarizing and recording the opinions of the collective at Point 1, Section III and individual comments at Point 2, Section III, form No. 02, 03 of Decree 56 for the head of the department assigned to directly manage.

 

The head of the unit shall consult at the above meeting (summarized into minutes), decide on assessment and grading for the Deputy Head of the unit, Division-level Leaders, officials, public employees, and employees and write it in Section IV of the form No. 02, 03 of Decree 56 (note for the Deputy Head of the unit, The head of the unit additionally writes at Point 1, Section III, form No. 02, 03 of Decree 56).

Step 3

The Department of Organization and Personnel shall send the evaluation and grading note of the head of the unit enclosed with the minutes of meetings, written opinions of the CPV committee and relevant documents to the Ministry (through the Department of Organization and Personnel) no later than January 5 of the preceding year for the ministry's leaders to consider. decision on assessment and grading of the head of the unit (note: for the assessment and grading note of the head of the unit, the unit is required to write a summary of the opinion of the unit collective in section 1 of Part III; section 2 is not recorded and not signed).

Step 4

The head of the unit is responsible for notifying the assessment and grading results in writing to the officials, public employees, and employees after 5 working days from the date of the conclusion of the person competent to assess and grade

Step 5

The Department of Organization and Personnel is responsible for keeping in the officials and public employees and employee dossiers: Evaluation and grading sheets, written notices of assessment and grading results and relevant documents.
