This is a notable content stated in Decision 29/2016/QD-UBND, effective on July 21, 2016, issued by the People's Committee of Dak Lak Province, regulating the implementation of civilized lifestyle in weddings, funerals, and festivals; efficient use of working time for officials, public employees, and employees working in state agencies and units in Dak Lak Province.
Organizing wedding receptions within the Dak Lak province must adhere to the following basic principles:
- Organizing weddings must not be contrary to the fine customs of the nation; avoid all forms of superstitious activities; not affect traffic safety and public order; not organize or participate in gambling under any form.
- Weddings must not be used to conduct activities that cause ethnic division, or disrupt community and family unity; to receive gifts for personal gain.
- Organizing and participating in weddings must not affect working hours, management, or the use of public property of the agencies and units.
- When temporarily using part of the pavement for the wedding, it must adhere to the regulations in Circular 04/2008/TT-BXD of the Ministry of Construction guiding urban road management, and Decision 12/2011/QD-UBND of the People's Committee of the province on issuing regulations on the decentralization of urban road management in Dak Lak province.
According to Decision 29/2016/QD-UBND, to implement a civilized lifestyle in weddings, officials, public employees and employees organizing weddings must:
- Strictly comply with the legal provisions of the Law on Marriage and Family and other related laws;
- Organize wedding receptions at family homes or wedding venues must:
- Ensure solemnity, thriftiness, cheerfulness, and healthiness, and fit the customs, traditions, and cultural practices of the locality, and the circumstances of both families;
- Combine wedding procedures (engagement, reception of the bride, etc.) into one procedure without heavy demands for the wedding dowry; simple wedding decorations, avoiding ostentation and wastefulness; bridal and groom outfits should be beautiful, respectful, and culturally appropriate; music used in the wedding must be healthy and not disturb the residential community; music should not be played before 06:00 AM and after 10:00 PM according to the law.
- Invite guests to the wedding within the family, relatives, close friends, and colleagues; do not invite wedding guests multiple times or at multiple locations for the same wedding; when the families of both the groom and the bride organize separate weddings, it should not be marked as "Lễ Thành hôn/Wedding Ceremony".
- Encourage using notifications instead of organizing wedding ceremonies or banquets; participating in collective weddings organized by agencies, organizations, or unions; organizing tea parties or sweet parties instead of savory banquets; limit beer and alcohol products, do not use tobacco in the wedding banquet room; conduct activities such as laying flowers at martyrs' memorials, cemeteries of martyrs, or planting commemorative trees in the local area on the wedding day.
- Specifically, wedding invitations should not include titles, positions, or the names of agencies and units when organizing wedding receptions for themselves or family members.
Simultaneously, officials, public employees, and employees attending wedding receptions should not directly participate in serving the wedding and attend wedding reception during office hours (except for leave), and should not consume alcohol or beer products if the wedding is during the break before the afternoon working hours to avoid affecting work efficiency; should not drive vehicles when consuming alcohol or beer products beyond the allowed limit; do not smoke in the wedding banquet room.
Heads of relevant agencies or units concerning weddings must:
- Propagate, mobilize and educate officials, public employees, and employees in the agency and unit to implement a civilized lifestyle when organizing weddings for themselves or family members.'- Do not allow the use of the agency’s or unit's premises to organize weddings.
- Do not use public funds for personal wedding celebrations; do not use public vehicles to serve or attend weddings.- Do not mobilize officials, public employees, and employees in the agency or unit under their management to serve weddings during office hours.
- Encourage agencies and units’ organizations to organize collective weddings for officials, public employees, and employees at the agencies and units.
- Enforce strict measures against officials, public employees, and employees who violate wedding regulations under the law.
Also, in Decision 29/2016, the People's Committee of Dak Lak province requires officials, public employees, and employees to adhere to and be responsible for implementing a civilized lifestyle in funerals and festivals; effectively use working time for officials, public employees and employees within the Dak Lak province.
