Assessment and Classification Form for Officials and Public Employees
Regarding this issue, THU KY LUAT provides the following explanation:
According to the current regulations in Guidance 1326/HD-UBDT, the assessment and classification of public employees are carried out in December annually, prior to the annual review for rewards and commendations. For public service providers operating in the fields of education, training, and some other sectors where the service year ends before December annually, the timing for the assessment and classification of public employees is decided by the head of the unit.
This assessment and classification are conducted according to the following process:
For public employees holding managerial positions:
Step 1: The public employee prepares a self-assessment report on the performance of their assigned tasks using the assessment and classification form for public employees (Form No. 03 attached to Guidance 1326).
Step 2: The public employee presents the self-assessment report at a meeting of the agency or unit to which they belong, allowing attendees to contribute opinions. These opinions are recorded in minutes and approved during the meeting.
The meeting attendees include all public employees and workers of the department, representatives of the Party Committee, Trade Union Executive Committee, Youth Union Executive Committee, the deputy of the head of the unit, and the head of the unit itself.
The assessment and classification meeting for public employees can only proceed if at least 2/3 of the public employees supposed to attend are present. In case a public employee, who is supposed to be assessed and classified, is absent (with a valid reason), they must prepare a self-assessment report according to the assigned tasks using the prescribed form and submit it to the authorized individual responsible for the assessment and classification for reporting at the meeting.
Step 3: The party committee at the same level where the public employee works provides a written review of the public employee being assessed and classified.
Step 4: The head of the superior directly consulting the Party Committee and the opinions from the unit's meeting to make the final decision on the assessment and classification for department leaders and equivalent positions.
Step 5: The head of the agency or unit notifies the assessment and classification results in writing to the public employee within 5 working days from the date of the conclusion made by the authorized individual or authority.
For public employees not holding managerial positions:
Step 1: The public employee prepares a self-assessment report on the performance of their assigned tasks using the assessment and classification form for public employees.
Step 2: The public employee presents the self-assessment report at a meeting of their working unit (department level) to allow attendees to contribute opinions. These opinions are recorded in minutes and approved during the meeting.
Step 3: The department head consults the collective opinions of the department attendees at the meeting to provide comments on the public employee in the assessment and classification form.
The head of the public service provider decides the assessment and classification according to their authority, is responsible for the assessment and classification results of public employees, and informs the public employees of the assessment and classification results.
