Given the situation of the Covid-19 pandemic, Hanoi has agreed to not increase the statutory pay rate for officials in Vietnam from 2021. What will be the statutory pay rate or commune-level officials from 2021?

To be specific, at the 10th Session, the XIV National Assembly of Vietnam approved the Resolution on the state budget estimate for 2021. Accordingly, the statutory pay rate adjustment will not be implemented in 2021.
Similarly, regarding statutory pay rate, through the Resolution, in 2020, no statutory pay rate adjustments, pensions, social insurance allowances, monthly allowances (for beneficiaries covered by the state budget), and preferential allowances for people with meritorious services to the revolution will be made. Resources will be focused on preventing and combating COVID-19, overcoming natural disaster impacts, implementing issued social security policies, and ensuring national defense, security, and foreign affairs.
Therefore, it can be seen that due to the impacts of the COVID-19 pandemic, the statutory pay rate in 2021 will not increase and will remain at 1,490,000 VND/month as currently stipulated. Based on the provisions of Article 5 Decree 92/2009/ND-CP, Clause 2, Article 2 Decree 34/2019/ND-CP and Article 10 Circular 13/2019/TT-BNV, the salary classification for commune-level officials in 2021 is specified as follows:
1. For commune-level officials in Vietnam with primary-level training or without professional qualifications, the position-based salary will be arranged according to the following salary scale:

Salary scale for those with primary-level training or without professional training
2. For commune-level officials who have graduated from intermediate-level training or higher, their salaries will be arranged like administrative officials according to salary scale No. 2 issued with Decree 204/2004/ND-CP, specifically: (unit: million VND)
- Commune-level officials and civil servants with university-level training or higher will have their salaries arranged according to the specialist rank (applicable to grade A1 officials).

Salary scale for those with intermediate-level training or higher
In addition, Clause 2, Article 2 Decree 34/2019/ND-CP also stipulates the salary classification for the case of commune-level officials with changes in training qualifications. To be specific:
- In the case of those with changes in training qualifications suitable for the position they hold, who are approved by competent management or employing agencies to pursue studies, that have been arranged on a salary level related to the new training qualifications from the date they are issued their graduation certificate.
- For commune-level officials who pursued studies on their own (not appointed by competent agencies) by June 25, 2019, that have not been conferred a graduation certificate related to their major, will be arranged on a salary level related to the new training qualifications from the date they are issued their graduation certificate; if already conferred a graduation certificate related to their major, will be arranged on a salary level related to their new training qualifications from June 25, 2019.
