Resolution on the State Budget Estimates for 2020 is expected to be approved at the 8th session of the 14th National Assembly, with the provision to increase the statutory pay rate to VND 1.6 million/month (an increase of VND 110,000 compared to the current rate). This helps the salary of officials in state agencies to reach a maximum level of VND 12.8 million/month.

In the Professional Salary Table stipulated in Decree 204/2004/ND-CP, officials of category A3 (Group A3.1) have the highest salary coefficient with a rate of 8.00.

Currently, according to the State Budget Estimate Resolution for 2020 expected to be passed at the 8th session of the 14th National Assembly, the statutory pay rate will be increased to 1.6 million VND, effective from July 1, 2020. Therefore, if this regulation is approved, the highest salary for an official could reach up to 12.8 million VND/month (corresponding to officials of category A3.1).
The groups of officials of category A3.1 that could apply the above salary level include:
- Senior Inspector.- Senior Tax Supervisor.- Senior Auditor.- Senior Banking Supervisor.- Senior Customs Inspector.- Senior Data Review Auditor.- Senior Market Supervisor.
Thus, if the new statutory pay rate regulation is approved, from July 1, 2020, the salary of 12.8 million VND will be the highest professional salary applicable to officials working in government agencies. The year 2020 could also be the year with the highest increase in the statutory pay rate with an increase of 110,000 VND, from 1.49 million VND/month to 1.6 million VND/month.
