From July 1, 2020, Officials Are Required to Undergo Entry Quality Assessment

This is the newly regulated content in the Law on Cadres, Officials, and the Law on Public Employees (Amended) 2019, which was passed by the National Assembly on November 25, 2019, and will take effect from July 1, 2020.

To be specific, Article 39 of the Law on Cadres and Civil Servants 2008 only stipulates the agency that conducts recruitment without any regulations on initial quality assessment for civil servants.

Instead, the Law on Cadres and Civil Servants and the Law on Public Employees as amended in 2019 stipulates that before the competent authority selects and recruits civil servants, they must conduct initial quality assessment for civil servants as follows: “Initial quality assessment for civil servants will be conducted, except for cases stipulated in Clause 2 and Clause 3 of Article 37 of this Law. The initial quality assessment for civil servants will be carried out according to a plan, ensuring openness, transparency, practicality, and effectiveness.

At the seminar "Contributing Ideas to the Scheme for Unified Implementation of Initial Quality Assessment for Civil Servants," Mr. Nguyen Trong Thua – Deputy Minister of Home Affairs, stated, “In our country over the past years, the recruitment of civil servants has undergone many innovations, however, there are still inadequacies and it is necessary to unify the selection process to ensure the quality of incoming civil servants. Although the content of the civil servant recruitment exams is relatively comprehensive, it does not adequately evaluate the soft skills of the applicants. Furthermore, the recruitment process has not truly been an assessment of competencies with effective measures to correctly identify candidates for the civil servant positions needed...

In the near future, the Government of Vietnam will issue detailed guidance on the initial quality assessment for civil servants. Civil servant recruitment will no longer rely only on exam results or application dossiers of the applicants, but also on their soft skills and actual competencies.
