From July 1, 2020, evaluation of officials and public employees through specific tasks and products

This is one of the notable new contents stipulated in the Law on Amendments and Supplements to a Number of Articles of the Law on Officials and the Law on Public Employees, which was passed by the National Assembly at the 8th session of the 14th National Assembly on November 25, 2019.

To be specific, according to the provisions of Clause 11, Article 1 of this Law amending and supplementing Article 56 of the Law on Officials 2008, in addition to the current assessment contents, from July 1, 2020, officials are also evaluated based on the following contents: Compliance with the regulations of agencies, organizations, and units; Progress and quality of task performance. The evaluation of task performance must be related to the job position, expressed through specific work and products.

1. Civil servants are evaluated based on the following contents:

d) Task performance results according to the law, according to the set plan, or according to specific assigned work; progress and quality of task performance. The evaluation of task performance results must be linked to the job position, expressed through specific work and products;

At the same time, according to Clause 5, Article 2 of this Law amending and supplementing Article 41 of the Law on Public Employees 2010, in addition to the current assessment contents, from July 1, 2020, public employees are also evaluated based on the results of task performance or specific assigned work according to the set plan; progress and quality of task performance. The evaluation of task performance results must be related to the job position, expressed through specific work and products.

1. The evaluation of public employees is considered based on the following contents:

a) Compliance with the lines, guidelines, policies of the Communist Party and the law of the State, and regulations of agencies, organizations, and units;

b) Results of work or tasks according to the signed work contract, set plan, or specific assigned work; progress and quality of task performance. The evaluation of task performance results must be linked to the job position, expressed through specific work and products;

Thus, it can be seen that the amended Law has affirmed that from July 1, 2020, the evaluation of task performance results of officials and public employees must be linked to the job position, expressed through specific work and products. This will contribute to making the assessment of the work quality of officials and public employees clearer, more accurate, and fairer compared to current regulations.
