From 2020, there will no longer be official policies in public service providers

This is one of the notable contents mentioned in the Draft Law amending and supplementing several articles of the Law on officials and the Law on Public Employees, expected to take effect from January 01, 2020.

To be specific:, in accordance with the provisions of Clause 1, Article 1 of the Draft amending and supplementing Clause 2, Article 4 of the Law on Officials 2008 concerning the definition of an official, “An official is a Vietnamese citizen, recruited and appointed into a rank, position, and title corresponding to a job position in the agencies of the Communist Party of Vietnam, the State, socio-political organizations at the central, provincial, and district levels; in agencies and units of the People's Army that are not officers, professional soldiers, and defense workers; in agencies and units of the People's Public Security that are not officers, professional non-commissioned officers, police workers, in the payroll and receiving salaries from the state budget.”

It can be seen that, according to this Draft, officials do not include those in the leadership and management machinery of the public service provider of the Communist Party of Vietnam, the State, and socio-political organizations as stipulated in the current Law on Officials 2008.

Therefore, if this provision in the Draft is passed, from January 1, 2020, there will no longer be policies for officials in the public service provider as present.
