From 2020, causing inconvenience to candidates applying to Police Academies is strictly prohibited

This is one of the noteworthy new contents in the Draft Circular on recruitment in the Public Security sector, which is expected to take effect on March 01, 2020, replacing Circular 15/2016/TT-BCA.

To be specific:, This Draft stipulates that one of the principles of organizing recruitment in the People's Public Security is “strictly prohibiting any acts of harassment or causing annoyance to candidates, or taking advantage of democratic processes in recruitment to slander, create public opinion, or damage the reputation of organizations or individuals conducting the recruitment work in the People's Public Security.” This new content has been added in the Draft because the current Circular 15/2016/TT-BCA does not have this provision. This new regulation will ensure effective recruitment work as well as protect the rights of candidates in the near future.

Moreover, the Draft also stipulates that the organization of recruitment in the People's Public Security must ensure the following principles:

- Recruitment in the People's Public Security must be based on the current regulations of the State on education and training, combined with the requirements of building the People's Public Security force, ensuring quantity and quality according to the staffing needs of the People's Public Security; meeting the requirements of the level and knowledge according to the professional position standards of each officer currently or to be undertaken after graduation, linked to the planning for training and fostering officers to serve the work requirements, combat, and construction of the People's Public Security force.

- Do not send officers to attend multiple long-term training courses simultaneously with a study period of 12 months or more or both short-term training classes (under 12 months) and long-term training classes with overlapping study schedules or short-term training classes with overlapping study periods.

- Do not send officers for recruitment, training, or fostering if they are under consideration for disciplinary action or are undergoing disciplinary measures from reprimand or higher.

- For officers and citizens outside the People's Public Security who participate in recruitment and training in the People's Public Security, the recruitment will follow the regulations of the Socialist Republic of Vietnam, the regulations of the Ministry of Public Security, or according to the provisions of cooperation agreements between the Socialist Republic of Vietnam and other countries or according to the provisions of cooperation agreements between the Ministry of Public Security and other countries and relevant ministries and central authorities.

The Draft also emphasizes that, from 2020, officers, soldiers of the People's Public Security, and citizens have the right to inquire and understand information related to the recruitment work of the People's Public Security; have the right to file complaints, denounce violations in the recruitment work, and receive answers on issues related to the recruitment work according to the regulations of the State and the Ministry of Public Security (except for information classified as state secrets).
