 Official Dispatch 2320/BNV-CCVC on the Examination for Promotion from Principal Official to Senior Official in 2020

The Ministry of Home Affairs provides guidance on organizing the examination for promotion from principal official to senior official in 2020 within state agencies and state public service providers as follows:

1. Subjects for Examination

According to this Official Dispatch, the subjects for the examination include:

- Officials as stipulated by the Law on Officials, officials in central and provincial state agencies currently appointed on the salary scale according to administrative official ranks and enjoying leadership position allowances for the positions they are holding;

- Officials performing research, advisory, and comprehensive strategy tasks at central ministries and agencies; Officials who are heads of departments, agencies, and equivalents at the provincial level;

- Deputy officials approved for planning by a competent authority to be promoted to head of departments, agencies, and equivalents at the provincial level (each department, agency appoints only 01 qualified deputy for the examination as per regulations);

- Presidents of the People's Councils, Chairpersons of the People's Committees at the district level who are members of the Provincial Party Committee, City Party Committee;

- Subjects specified at Points b and c Clause 1 of Official Dispatch 2320/BNV-CCVC who are under planning, transferred by a competent authority to hold leadership positions at the district level.

2. Standards and Conditions for Registration

Officials registering for the examination for promotion to senior official in 2020 must meet the following standards and conditions:

- Evaluated and classified as having completed tasks well in 2019; possess good political qualities and ethics; not under disciplinary action or in the process of being reviewed for disciplinary actions by a competent authority;

- Currently holding the principal official rank (code 01.002) and capable, professionally qualified to assume the corresponding position of a senior official (code 01.001);

- Meet requirements for diplomas, certificates, theses, projects, and other professional standards of the senior official rank as stipulated in Circular 11/2014/TT-BNV amended and supplemented by Circular 05/2017/TT-BNV.

Officials possessing diplomas or certificates for exemption from foreign language exams in the official promotion examination as per Clause 16, Article 1 of Decree 161/2018/ND-CP or having a commitment document proving the use of a foreign language at level 4 of the Vietnamese foreign language competency framework, confirmed in writing by the head of the official-using agency, are considered to have met the foreign language proficiency standard for the examination for promotion to senior official.

- Must have held the principal official rank or equivalent for at least 06 years, with at least 01 year (12 months) holding the principal official rank counted up to the deadline for application submission for the promotion examination.

In cases where officials, before being appointed to the principal official rank, had salary grades according to professional titles in public service providers, enterprise salary scales, or officer-grade salaries, this time is counted as equivalent to the time holding the principal official rank for the promotion examination to senior official.

3. Promotion Quotas for Officials

Based on the number of officials meeting the standards and conditions nominated for the promotion examination by ministries, sectors, and localities, the Ministry of Home Affairs will notify the promotion quotas for senior officials in 2020 ensuring a competition ratio of approximately 10% with a minimum surplus of 01 person, except where there is only one candidate.

4. Content, Form, and Timing of the Examination

The content and form of the examination subjects are carried out according to Clause 16, Article 1 of Decree 161/2018/ND-CP.

The Ministry of Home Affairs plans to organize the promotion exam for senior officials in 2020 in the first half of June 2020 at the National Academy of Public Administration (Address: 77 Nguyen Chi Thanh, Dong Da District, Hanoi City).
