Regulation 65-QD/TW issued on April 28, 2022 stipulating the subjects of personnel rotation.
Beneficiaries of personnel rotation as prescribed in Decision No. 65-QD/TW in 2022 by the Politburo
Pursuant to Article 4 of the Politburo's Decision No. 65/QD-TW dated 2022 stipulating scope, subjects and titles of transfer as follows:
- Scope:
To shift from higher to lower levels, from lower levels to higher levels, from one locality to another; among agencies and organizations of the same level in the political system.
Where:
+ Officials who are planned for leading and managerial titles at all levels.
+ Cadres rotated to implement the policy of appointing provincial- and district-level key leaders who are not local people and cadres who do not hold the position of chief supervisor for more than two consecutive terms in a locality, agency or unit, including: Secretary of Party Committee, chairperson of People's Committee, the chief of people's court, chief of people's procuracy and heads of public security, inspection, finance, tax and customs offices of provincial and district level.
+ Other cases considered and decided by competent authorities.
- Principles for title appointment upon shift:
+ Basically perform upon the principle of arranging positions equivalent to current positions. In case of necessity, competent authorities shall consider and decide to arrange positions higher than their incumbent positions for cadres with outstanding quality and capacity and capable of meeting task requirements of the to-be-assigned posts.
Entities eligible for rotation of cadres as prescribed in Vietnam in Decision No 65/QD-TW
Standards of cadres to be rotated
According to Article 5 of the Political Bureau's Decision No. 65/QD-TW dated 2022, prescribing the criteria and conditions for personnel rotation as follows:
- Having a firm political ideological stance and good moral qualities; possessing professional qualifications, political theories, working capabilities and development prospects; meeting the criteria and conditions prescribed for the positions they are in charge of.
- Being physically fit and having worked for at least 10 years from the time of rotation. Special cases shall be considered and decided by competent authorities.
Purposes of rotation of cadres
According to Article 2, the Politburo's Decision No. 65/QD-TW dated 2022 provides for purposes and requirements for personnel rotation as follows:
- Raise the effectiveness of the implementation of the Party's policies on personnel work; create favorable conditions for planning officials to acquire environments for training, understanding the practical situation and developing comprehensively; build the contingent of officials who are equal to their tasks.

- To combine the rotation with reinforcement of cadres for difficulty-hit localities, overcoming the situation of redundant, insufficient, sectional and closed places; to contribute to stepping up the implementation of the policy on arranging key leading officials at the provincial and district levels, who are not local people or heads who do not hold posts for more than two consecutive terms.
