Circular No. 16/2020/TT-BQP stipulating the application of disciplinary measures, order, procedures, statute of limitations, duration, and authority for handling disciplinary actions within the Ministry of National Defense takes effect from April 8, 2020.

Regarding violations related to drinking alcohol or beer during working hours and being drunk, disciplinary actions will be handled according to the provisions of Article 36 of Circular 16/2020/TT-BQP as follows:
Article 36. Drinking alcohol or beer during working hours and being drunk
1. Drinking alcohol or beer during working hours or while performing duties, or being drunk and affecting the military bearing will result in a reprimand or warning.
2. Violations in one of the following cases will result in disciplinary actions ranging from salary reduction, demotion in military rank, to demotion in position, or dismissal:
a) Recurring violations after being disciplined;
b) Inciting others to participate;
c) Being drunk while performing duties;
d) Being drunk and causing public disorder, disrupting military-civilian unity, although the consequences are not severe.
Thus, according to the above provisions, it can be seen that not only disciplinary actions are applied for drinking alcohol or beer during working hours, but officers and soldiers drinking alcohol or beer outside working hours will also be disciplined if falling into the cases of "being drunk and affecting the military bearing" or "being drunk and causing public disorder, disrupting military-civilian unity, although the consequences are not severe."
