On November 14, 2022, the Government Office issued Notice 354/TB-VPCP on the conclusions of the Government's Administrative Reform Steering Committee at the Second Meeting.

The Government's Administrative Reform Steering Committee requires ministries, branches, localities, and members of the Steering Committee to focus on performing the following tasks:

Downsizing by at least 10% for the period 2021-2026 in Vietnam

Complete the construction of internal and electronic processes in resolving administrative procedures; Cut down on at least 20% of the information that must be declared on the basis of reusing digitized data; Evaluate and publicize the quality of service to people and businesses in resolving administrative procedures and providing public services at ministries, branches, and localities according to Decision 766/QD-TTg.

- Strive in November 2022 to complete the organizational arrangement within ministries, ministerial-level agencies, and agencies under the Government to ensure streamlining, effectiveness, and efficiency. Continue to research and pilot the transfer of a number of public administrative tasks and services that the State does not necessarily need to perform for businesses and social organizations to undertake; promote the implementation of decentralization and decentralization tasks according to Resolution 04/NQ-CP dated January 10, 2022 of the Government.

- Promote reform of the civil service and civil servants:

(1) Continue to Downsizing associated with organizational arrangements and restructuring of the team of cadres, civil servants, and public employees according to job position, ensuring a streamlining rate of at least 5% of cadres and civil servants' payroll and at least 10% of civil servant payrolls receiving salaries from the state budget in the period 2021-2026, according to Conclusion No. 40-KL/TW of the Political

(2) Improve mechanisms and policies to discover, attract, and utilize talented people for the civil service;

(3) Continue to tighten discipline and administrative discipline in the process of performing tasks and public duties for officials, civil servants, and public employees;

(4) Strengthen inspection and examination to promptly detect and strictly handle violations in recruitment, appointment, and rotation of cadres, civil servants, and public employees.

- Focus on effectively implementing digital Government development tasks; promote the application of information technology and digital transformation; and improve the efficiency of state administrative agencies.

Organize the quality and effective implementation of tasks and solutions in the National Digital Transformation Program, E-Government Development Strategy towards Digital Government, Digital Economy and Digital Society Development Strategy, Project to develop application of population data, identification, and electronic authentication (Project 06), and the task of modernizing the method of directing, operating, and promoting digital transformation according to Resolution 131/NQ-CP of the Government and Decisions: 749/QD-TTg dated June 3, 2020; 942/QĐ-TTg dated June 15, 2021 of the Prime Minister

Complete the merger of the Public Service Portal with the electronic single-window information system at ministerial and provincial levels

Striving in November 2022, at the latest in the first quarter of 2023:

(1) Complete the merger of the Public Service Portal with the electronic one-stop information system at the ministerial and provincial levels and the only centralized administrative procedure resolution information system of the ministries and provinces;

(2) Establish, upgrade and complete the electronic data management warehouse of organizations and individuals in the information system for handling administrative procedures at ministerial and provincial levels;

(3) Complete connection, integration, and sharing of data on administrative procedure resolution results.
