Organizing consideration for promotion of professional titles of public employees in the agriculture and rural development sector in Vietnam

The organization of consideration for promotion to professional titles of agricultural and rural public employees shall comply with the guidance in Article 6 of Circular 02/2023/TT-BNNPTNT, specifically as follows:

- The consideration for promotion is carried out through the Council for consideration and promotion of professional titles of public employees specialized in agriculture and rural development according to the provisions of Articles 34, 37, and 38 of Decree 115/2020/ND-CP and Circular 06/2020/TT-BNV; Regulations on recruitment examination, admission consideration for civil servants, public employees, civil servant rank promotion exam, or examination or consideration for promotion of a public employee's professional title.

- Consider career title promotion from class III to class II

+ Appraise dossiers of officers considering promotion to meet the criteria and conditions specified in Articles 4 and 2, Article 5 of Circular 02/2023/TT-BNNPTNT;

+ Calculating points for conversion of professional and professional performance results of officers who are considered for promotion according to the provisions in the Appendix issued together with Circular 02/2023/TT-BNNPTNT; in there, the results, professional activities, and professional activities to be converted for points must have contents suitable to the major, suitable to the working position held by the public employee during the time the public employee holds a class III professional title.

- Consider career title promotion from class IV to class III

Appraisal of dossiers of officers considering promotion to meet the criteria and conditions in Article 4 and provisions in Clause 2, Article 5 of Circular 02/2023/TT-BNNPTNT.

- The Council for consideration for promotion of professional titles of public employees specializing in agriculture and rural development shall determine the successful candidates in the promotion consideration period when the results are available as prescribed in Clauses 2, 3 and 4, Article 7 of Circular 02/2023/TT-BNNPTNT.

- Officers who have been selected for promotion from Grade III to Grade II are taken in the order of results, professional and professional achievements, converted from high to low in the number of targets for promotion to professional titles of public employees assigned to each major.

- In case the public employees are considered for promotion with the same number of points (for Class III to Class II) or the number of people who meet the criteria for public official title (for Class IV to Class III) is more than the quota for promotion to the professional title of a public employee assigned to each major, the Council for the consideration of professional title promotion shall determine the successful candidate in the following order of priority:

+ Public employees who have rendered meritorious services to the revolution;

+ public employees are female;

+ public employees are ethnic minorities;

+ The officer is older (calculated by day, month, and year of birth);

+ public employees have more working time (with more social insurance contributions).

- If the candidate still cannot be identified in order of priority, the head of the agency or unit competent to organize the consideration for promotion of professional titles shall have a written exchange with the head of the agency competent to manage public employees.

- Announcement of results of consideration for promotion of public employees' professional titles

+ Within 10 days from the end of the promotion consideration, the Professional Title Promotion Council must report to the head of the agency or unit competent to organize the promotion consideration for public employee professional title regarding the review results; and, at the same time, publicize it on the website or portal of the agency or unit competent to organize the consideration for promotion of a public employee's professional title and send a written notice to the agency or unit that nominates the public employee for consideration of the promotion review score to notify the public employee;

+ Within 15 days from the date of notification of the results of promotion consideration, the consideration officer has the right to send a request for re-examination of the results of the promotion consideration. The Council for consideration for promotion of professional titles is responsible for setting up the Appellate Board and organizing the review and re-examination; the announcement of the results of the re-examination review within 15 days from the expiration of the prescribed time limit for receiving the appeal;

+ Within 5 working days from the date of publication of the results of the re-examination, the Council for Consideration of promotion of public employees' professional titles shall report to the heads of agencies or units competent to organize the consideration and promotion of public employees' professional titles to approve the results of the promotion examination and the list of elected public employees;

+ Within 05 working days from the date of issuance of the decision approving the results of the professional title promotion examination, the Council for consideration and promotion of public employees' professional titles is responsible for notifying the examination results and the list of elected public employees in writing to the agencies or units that nominate public employees to participate in the promotion consideration.
