Recently, the National Assembly has passed a Resolution on the state budget estimates for 2019, thereby implementing the adjustment of the statutory pay rate from 1.39 million VND/month to 1.49 million VND/month starting from July 01, 2019. Consequently, the salaries of the police and the military will increase in accordance with this adjustment, and allowances will also increase in accordance with the salary rate.
Here, Thu Ky Luat would like to send everyone a summary of the salary allowance policies for the police and military forces.
1. Seniority Allowance Beyond the Payroll
Applicable to: Professional military personnel of the people's army and technical specialty personnel of the people's police.
Allowance rate:
- Military personnel who are graded according to the ranks from type A0 to type A3 of the positions will be entitled to receive a seniority allowance beyond the payroll amounting to 5% of the salary of the final grade in the rank or position after having been at that final grade for 36 months. From the fourth year onwards, each additional year is calculated at an additional 1%;- If they fail to complete their assigned tasks annually or are disciplined in any form of reprimand, warning, demotion, or dismissal, the period for calculating the seniority allowance beyond the payroll will be extended by 1 year (12 full months) for each year of task failure or disciplinary action compared to the stipulated duration.
Note: The seniority allowance beyond the payroll is used to calculate and enjoy social insurance benefits.
2. Concurrent Leadership Position Allowance
Applicable to individuals holding leadership positions in one agency or unit, who are concurrently elected or appointed to head another agency or unit where this agency or unit has a dedicated head position but operates concurrently.
Allowance rate is 10% of the current salary combined with the leadership position allowance and the seniority allowance beyond the payroll.
3. Regional Allowance
Applicable to individuals working in remote, isolated areas and areas with severe climate conditions.
Allowance levels include 7 rates: 0.1; 0.2; 0.3; 0.4; 0.5; 0.7 and 1.0 compared to the general minimum wage.
Note: For non-commissioned officers and conscripts of the armed forces, the regional allowance is calculated compared to the second private's rank allowance.
4. Special Allowance
Applicable to individuals working on distant islands or border regions with especially difficult living conditions.
Allowance levels include 3 rates: 30%; 50% and 100% of the current salary combined with the leadership position allowance and the seniority allowance beyond the payroll or the current rank allowance for non-commissioned officers and soldiers of the armed forces.
5. Professional Seniority Allowance
Applicable to officers and professional military personnel of the people's army, officers and non-commissioned officers receiving salaries of the people's police, and cypher workers in the cypher organization.
Allowance rate: after 5 years (full 60 months) of continuous service in the army or the cypher sector, a professional seniority allowance of 5% of the current salary combined with the leadership position allowance and the seniority allowance beyond the payroll (if any) is granted; from the sixth year onwards, each additional year is calculated at an additional 1%.
6. Job Responsibility Allowance
Applicable to individuals working in cypher organizations enjoying job responsibility allowances for code security.
Allowance levels include 3 rates: 0.1; 0.2 and 0.3 compared to the general minimum wage.
7. National Defense and Security Service Allowance
Applicable to individuals: not receiving military rank salaries of the people's army officers; officers, non-commissioned officers of the people's police; professional military personnel of the people's army, and technical specialty personnel of the people's police but working in agencies or units belonging to the armed forces and cypher organizations.
Allowance levels include 2 rates: 30% and 50% of the current salary combined with the leadership position allowance and the seniority allowance beyond the payroll.
